A man and a woman were arrested Tuesday at Cleveland, 0, supposed to be the abductors of Willie Wbitla, the boy who was kidnapped from a school at Sharon, Pa, for whose ransom the father is said to have paid the kidnappers 310,000. The woman had concealed on her person $9,790. Of the $3,000 pay given the men who offered for service in the United States volunteer ranks in 1898, the ''Heavy Battery Artillery" receives $1,490.32. Gov Ansel a few days ago received the checks for the corps and the others that were unable to be mustered in for service.
