STATE SCHOOL BOARO MEETS. Its Construction of High School Law Given-Marlboro Appeal Decided. Columbia, June 11.?The State board of education met today at It' a. m. in the office of the State su- i peri 11 ten dent of education. Prof v\ 11 Hand appeared before1 the board and gave some account ot the progress of the high school woik. With t elections now pending the tiumbei j will be more than a hundred within j the next few weeks. The board adopted the following resolution in connection with the high school law: "Whereas, it has become necessary for Section 1, of the High School Act, approved February 19, 1908, to be construed by the State board of education; 'Resolved, 'lhat it is the s-Dse of tb* said board that said section be . aatrued as excluding from the benefits of the same auy high terrii. : A. It was the belief of the board that enough schools will be established this year to fully exhaust the appropriation. It will be remembered that the board turned back $22,000 into the treasury last year. Most of the applications received this year liv are from country districts. If the number runs considerably above * a hundred it is quite possible that the monev will have to be disbursed ^ .proportionately, and ir is possible "that the school may not receive full amount because the board cannot overdraw the appropriation in antic ipation of such a situation the board adopted tho followering reso lut ion: "Resolved, That it is the sense of the board education that the fcta'e supermdent of education upon satisfactoiy evidence being tiled in his ofiice of compliance with the regulations tixed by said State board of education for the establishment < of high scnools, that he be, and lie is hereby, instructed to notify such high schools that they will receive a dE&imum of about four tit lis, of tl e amount tixed by tne high school regulations, and probably the whole amount tor winch such high schools qualify." The State board authorized the secretary to issue 10 year certificates to the teachers who had completed the reading circle course. Renewals of the fiist grade certificates will be allowed to the teachers who have been taking the course for oue or two years. The following books were adopted: "A New School Management," by L Seely; "The Nature Study Idea," bv L 11 Bailey; "With the Tourist Tide," by Prof A B Cook, of Wofford College. At the request of both sides the appeal case from Anderson county was continued.IntheMarlboroCouuty case, known as the case of Floyd Sweat vs Lester School District, and involving tue question of the Cin^^n people, the action of the county board was sustained and the appeal dismissed. The appointment of Mr E J Browne as county superintendent of l^aducation of Clarendon county, vice 9^ Ilolladav, resigned, was confiiTned. This appointment was made by Tlovernor Ansel and Superintendent Martin. As a result of ah investigation made by a committee of the board Schofield Seminary, of Aiken, was put upon the list of institutions whose diplomas exempt j its graduates from teachers' exami-! ? nations.?Xtirsd:('oHricr.
