I - - ?The plain work-a-day man is, the innocent by-stauder who gets hit in the fusilade of reckless appropriations by the people they 1 send to the legislature to represent their views. ? , And there is an attempt to add another justice to ths personnel of 1 the supreme court, also to increase their salaries $500 a year. Poor, 1 over worked supreme court, handing down at least one opinion a day. i ? i A newspaper that does* not give j both sides of a question has? missed its calling and failed in its mission?Batetburg Advocate. .Bight yon are, brother. But how about one that will attack go individual in its editorial coltimns a&d refuse him a reply? The Columbia State is responsi- ^ ble for the following, under the the caption: "The La6t Chance in the House." ''Williamsburg (legation?providing for a county dele- ? gation for their county." Do we c understand that our entire delegation ( means to resign? I 1 The legislature hcs increased the j the salaries of every State official, { glso their assistant? and even the stenographers, many of them, have ( been advanced. Wonder how much , the incomes of the poor taxpayers ^ have been exhanced by all this i wild cat legislation? Two more new circuits have ' been created, meaning two more 1 judges, solicitors, court stenog- ' raphers, etc., which will put on 1 the State an additional burden of I something like ten or twelve thousand dollars a year. But then, let 'er go. The State can stand it and the taxpayers will have a lit tie bit leit. Under the new arrangement Williamsburg remains in the third judicial circuit with Clarendon, Sumter and Lee counties, John S Wilson as judge. Florence goes with Georgetown, Horry and Marion into the new twelfth circuit. If it keeps on, the final outcome will be that e?ery county will hare iti Affn indcrp *vo VWM J The legislature has agreed to' raise the salary of its members from $160 to $200 a session, which is in effect an increase of $1.00 per diem for each member, entailing on the State an expense of $6,600 a year. In bting extravagant in appropriations the Solons did not forget to be liberal with themselves ?at the taxpayers' expense. i1 1 It is extremely gratifymg to his friends in Williamsburg, who have known him since boyhood, that Judge Wilson is being com ir plimented nearly everywhere he holds court upon the able man- j ner in which he discharges the j duties of Ins position. We who ] have known him since our boyhood i never doubted that Judge Wilson ( would make good. i ?= !, As we understand it, while the i |i levy tor ordinal-j county purposes | has been decreased three-fourths of a mill, the State levy has ' been incieased a whole mill; therefore the direct levy for this vear! < is 13 1-4 mills against 13 last ? year. W e see nothing in that for j < the tax-payers to gloat over. < Represenative Shipp of Florence; is promiueutly mentioned as a candidate for judge of the new 1 twelfth circuit. Mr Ship? is a ' man of profound learning and his ' knowledge of the principles of law ( is admitted to be unsurpassed by ( that of any other member of the 1 1 bar in the Pee Dee section. Had ii-a Q vnfA in f-tio vonaral A CQPTT). ^ blj it would be cast for S G W * g Shipp, Esq. Our friend Ayer, of the Florence Times, (and when we use the term friend it is not mere idle compliment) takes an anomalous position with regard to *the premature county of Rati edge. In bis Florence newspaper he strenuously opposes the formation of the oew county, while in his branch paper at Lake City, in charge of Lieut. Starr, the policy is to rhoop up Rutledge county. To juote from Kipling: "What is :be moral, who runs may read," is well as some not in the habt of running either literally or :er office. g ? e As to Mr Starr. J The new county eyangsl has ' ipoken. With meteoric abandon the 8 )3tensible editor of the "Rutledge" 1 Jounty News butts into our or- F jit with fierce impact aud anni- a lilates us utterly?in his own es* ;imatiou. But we refuse to stay 0 innihilated. Tkio roforon o/llfnr nf fitY WPpkfi X JL IliO ?VIVlHU VWIVVi V* MCA ?? wa-w | ?xperience, of whereabouts and t intecedents not known to this de- t pouent, proceeds to read us a lecture on newspaper ethics. ^ We might retaliate by giving i bim a hint or two in that direc- a tion; tor instance, the questionable 1 ?thics of attacking a man in his t paper and refusing him in ad- ? vance the opportunity ot a reply, i That may be journalistic ethics r in Iudipna, but it does not ap- c peal to fair-minded people in th e \ Palmetto State. But we'll let that pass and get at the high crimes and misdemeanors with which he charges us. The article directed at us is such an incoherent conglomeration of unfledged ideas that it is difficult to discern what the writer is driving at, but we will an. swer it, as best we can by the context, where there occurs a gap in the continuity. The first charge on the calendar, we believe, is that we made a prop ositiou to the people of Lake City to move The Record up there i to fight their battle for a new . county and they turned us down. 1 The fact is, that certain of our frieuds made us a-f proposition to ' move to Lake City and asked i what terms we would require. The i matter was not carried very far, j but we had every assurance that < our terms'would be complied with. 1 After considering the matter, however, we decided that the cos t of moving our plant would not ; ? s warrant the acceptance of certain inducements offered bj our friends, and the matter went no further. [3 that sour grapes? We may mention in this connection that the [question of our moving to Lake City is entirely irrelevant to this iiseussion; as much so as the edi- l tor of the R. Co. News applying j to us for a job last summer when b& first reached this land of secession. Ti dark and mysteri )us co hat this diseipla if Sherh s has ferreted )ut is tr * Lake City, 'eren afu. "^inj^g to .'gtubiish this p?.r, While we admire his perspic. n 'sberlocking that risit, we lasten to assure him that we had 10 anarchistic intent, no bombs >r infernal machines concealed on >ur person, but simply as a mater of business, were trying to colect a few outstanding accounts. 1 ffe regret that the News' editor i binks that things have reached i inch a pass that we may not visit Lake City without an ulterior notive. At the same time we bow onr 1 frstefnl acknowledgements for the i gracious privilege extended ns by bit arbiter of journalism to ex- i >ress in our own paper onr views < m this new county question. We agree with the editor of be News that "neither of us i honld make no wild statements," 1 ,nd respectfully commend the ad- < ice to him for home consump- | ion. < While we would not disclaim ' he credit due the editor of the < Ipwh fnr "actio? the Dart of a ' V"* O * ;entleman" in acknowledging his rror in the matter of valuation, I | et we scarcely see ^what else here was to do when Mr, Stoll howed by the auditor's books hat he had over-estimated the iropertv in the northern area bout one million dollars. "The area of this county was giyn us by a gentleman who is in an fficial position, etc." By this county we presume Williamsburg is meant, which area he News' editor places at 1163 o date. We have also made some investigation as to the area, havug bnt little faith in the Mills tnd Harllee maps of musty date, rhe map of record for Williams mrg COUUIJT IB IUC vuc uiauc VJ iurveyor J K Goardin in 1878. ' V. careful measurement of this nap makes the area of the whole :ounty about 991 square miles, which corresponds with our map. We are asked to correct the itatement that an eight foot adlition to the court house coat ^8,000. We made no such sta tenant. What we did say was that i twelve foot addition coat $8,000. Dur information was from one irho we thought knew and we made no personal investigation. We have learned since that the toial amount paid out on repairs at the time was $4,000, but $3,700of this was for the twenty foot extension. We are advised to correct that statement that the citizens of Lake City expect to build a court honse and jail with $8,000. Well, really, we have until this time never heard it denied. Our statement is based on the following paragraph taken from an article published in the Florence Times an December 29, 1907, which article, we are informed was written by Mr Stuart Starr: "The "^citizens propose t o build a court-house and jail cost free to the new county, and nearly $6,000 out of the $8,000 $ ii ii in in i i ? n in * desired Hhs been pledged, etc." If ' we fell into error on this question j certainly it is not our fault. "Ke.'p from v<mr columns later, statements that our citizens don't in- j tend to build the county buildings at all * * * You make out that some of the best citizens of this county 1 are liars by that statement. The very men who have been your chief financial support, make this promise and it seems to me it is exceedingly I ungrateful to make such insinua- : tions in cold type." (Weep here.) j i ; Right here wi ''rise to a point ; of personal privilege." For ten years past, since the present editor assumed control of The Ricoro this newspaper has stood up for Lake City through thick and thin. When Lake City, we deemed it, was persecuted i. oppressive>r, we defeuuw. .... id and | contributed in a material way to j aid her citizens in getting a ijuare | deal. In fair weather fri s are net especially needed, and . .e test of true friendship is when there is something to lose in advocatiug a cauee or a principle. Moreover, for ten years The Record has had a paid correspondent at Lake City with carte blanche to exploit the ( town as he saw tit. We flatter oarlelf that we have not a fc w friends in Lake City and we valae their friend* ihip, yet thev have not been onr chief flnancial support. So far as making out the best citizens of Lake City liars such a thought never entered oar head and it surely requires a qneer twist of a jaundiced mind to so constrne our language. We do not believe any citizen of Lake City credits any snch stuff. We still believe however that $8,000 is inadequate for building a court house and jail and also that it would be nothing more :han good business policy to have 1 Lhe proper amount in bank before } the election takes place. To consider this as a reflection on any man's integrity one would be as quixotic as the man who would not put locks on his doors for fear bis neighbors would tbiuk that he iuspected them of ^piug dishonest. ! 1 he consolidation of counties as ] an issue in Virginia was quoted ! from the News and Courier, which j paper, we b elieve, is usually re- j sponsible for its editorial utter- j auces. i | As to Williamsburg being one j of the poorest counties in the State, we are 6till of that opinion, the News to the contrary notwithstanding. According to the News' editor's last estimate of its area Williamsburg ranks third in area, while the comptroller general's report shows it to be twenty-first in wealth. That seems to place us among the poorest counties in the State, area considered. But form Rutledge and that will place Williamsburg next to the foot of the column with Rutledge county last, according to the comptroller general's report. In tne last two paragraphs of its lucubration the News asks us to correet statements that we never made. We have never seen or heard the assertion made that the formation of Rutledge ceunty would cow the area $60,000 /* 3\ A.1 U .? a year more flaxes:/ tuau it ia ing now, nor have we any idea that it would. But the taxes would be high a plenty both in the new and the old counties. fflWr 1st and 3rd Monday || MMflrn Nights ln^ each Visiting choppers corVrvmWo' dially invited to come vcftsSEww up 1111(1 sit on a stumP or^hang about en the PHILIP STOLL, 9 27 12m.
