There seems to be a disposition to delay for the present consideration of those bills upon which considerable discussion appears indicated. This'is due to three.causes, to wit: an inclination upon the part of some to dally through indolence, and of . others to pat off through indecision; a desire to look further into the merits of proposed legislation; and the fact the inauguration aud elections are yet to take place. The writer lias had occas:on in the past to criticise the hasty and superficial work of some of the committees. The judgment then expressed is not now by* any means reversed. The idea of giving only five or ten minutes to affairs of State and of o'ttimes affairs so weighty as to affect the foundations of government seems ridiculous, yet such is not rarely the case. Tne assertion is ventured that more ill-consideied an J clap-trap qpinions are reached aud expressed in some of the committee rooms than would be imagined by the uninitiated. The members rush together, a bill is hurriedly read, a motion made to report it favorably or unfavorably, the motion carried, and the work ended. / This can not be said of all the committees.
