II I ' i Thursday sept. 29,1904. A Hopeful Sign. A man in the upj>er part of the State became conscience-stricken recently on account of having defrauded a cotton mill out of five dollars by selling it a bale of water-packed cottou aud refunded that amount to the mill. .It is a hopeful and encouraging sign to see men's consciences thus quickened, and maybe some of the hardened old sinners who after reading this paper for several years ' without paying a cent for it will -finally come up and pay this honest debt. If men would only be honest I in their dealings with one another how soon the millenium would ?ome: "Something to Fill Up." Very often it happens that one of V* our readers sees something in another newspaper that exactly accords with his views .on a certain ir.bject ' and it pleases him so well that he clips the article and sends it to us for f poWicaton. Now we appreciate thfile attentions and are always glad ' tio accommodate our friends when it is practicable to do so, but in many instances the clippings thus submitted are so long that to publish them would cut into the space we always reserve for local and county affairs. * In not publishing these articles we are doubtless often misunderstood. It is bard for the public to realize how much a country newspaper is handi capped at times. One week perhaps we have all the space needed and really tiad difficulty in obtaining news enough?local news, we mean? to "fill up;" then maybe the next Week there comes in enough matter to fill a paper twice the size of our vehicle of thought." At all times we give the preference to local matters and the discussion of topics of coun!y interest We get hundreds of exchanges every week, to that tbere would be not the slightest difficulty in filling our columns with reprint selections, many of which are of literary and intrinsic excellence. But in onr opinion the only excuse for the existence of a ' county newspaper is to furnish county news. There are many other r; papers coming to Dur subscribers; but we flatter ourself that The Re" CORD has its own particular little j niche to fill?one that is not occu j * - ' -i M 1 1. I pied by any otner paper?aim whcu ; we are convinced that we fail to reflect the deeds and opinions of those who inhabit our own little circumscribed sphere, then will we consider J cur usefulness ended and be ready to give place to some more worthy sue- j eessor in the field of local journalism. ] A Plea for School Libraries. i Under, the Aull act, allosiou to 1 ? thich is made by the superiuten- \ dent of education in his notice pu.b- 1 w lished elsewhere in this issue, these are same schools in this county enMfV.l to S ate aid in establishing Lo b libraries. As we remember it (we have not a copy of the bill at1 ha ul) the law provides that any pub { lie school that raises ten dollars j for library purposes may have this amount supplemented by ten dollars ftorn the State, up to the numIter of twelve libraries in each county. Three schools, we are informed, have complied with the pro visions of the act, which leaves the county still entitled to State aid for nine more more school libraries. On i December 31 of this year the time i limit under the Aull act will expire. It seems strange that only three schools have up to now taken advantage of the act referred to. While it is true that twenty dollars is a small sum to start a library with, yet how mauy schools ill the comity are there whose pupils have access to 110 books save the prescribed text books? Everything has to have a beginuiug and once a library is started and the interest of a community aroused to the advantages of sui.h an adjunct to its school, it is generally the case that the number of books keeps steadily increasing. Moreover, we believe, the State board of education has arranged with certain publishers to furnish these library books to schools at wholesale prices and in that way the sum invested will go much farther than might be supposed. By all means let the boys and girls of niue schools in the coun ty bestir themselves and promptly raise ten dollars each so as to be eligible to claim the balnace of the rural library fund to which Williamsburg county seems to be entitled. A horrible wreck occurred last Saturday ou the Southern railroad, near Knoxville, Tenu., in which fifty-four people were killed outright and about thrice that number injured. Since the accident occurred the death list has grown to sixtytwo and the complete list of the injured as given by the railroad officials numbers 162. The wreck resulted from a collision caused by disobedience of orders by the engineer, who answered with his life this deieliction of duty. The Washington correspondent of the News and Courier states authoritatively that after an interview between President P.ooeevelt and John G Capers?the renegade who holds the office of district attorney in South Carolina?it was decided to put out white Republican candidates for congress in every district in South Carolina. Suiely this announcement will wake up the Democrats of the Sixth district Remember there is only one more opportunity to register Monday, October 3, before the general section. We publish this week an appeal to Democratic voters from State Chairman Wilie Jones, urging them to go to the polls and vote for the nominees of the party.
