At the same time we have between four and five hundred subscribers on our books, each of whom is owing a dollar or more for the paper they have been reading for a year or longer without paying one cent towards its support. In the aggregate this amouuts to quite a sum?more than we are able or willing to lose without an effort to collect it The cotton cropis all about harvested and now ;s the time for all to meet this obligation if they intend .doing so at all. On January 1 we shall revise our mailing list and cut off delinquents such as wc despair of collecting from, as no newspaper can afford to carry a dead weight of several hundred delinquents. We would rather have five hundred bona fide subscribers who appreciate a paper sufficiently to pay for it than two thousand who do not pay at the beginning of the year, the end of *the year or at any time during the year. A great many of our frieDds have pud their subscription, quite a num.' ber in advance^ to 1904. To them this article is not directed and they have our sincere thanks for their thoughtful kindness. We hope that the great majority of those indebted to pa will come forward at once aud pay up as they are abundantly able to do with cotton selling at nearly ^eleven dents a pound. As easy marks for advertising . fakers the weekly newspapers of the State are "the limit" Many of them accept without question any old advertising proposition that comes their way and at the end of three or six months, as the case may be, after numerous appeals for setxl??* ?u;,??k o /loaf par i* turned llflllt'UL lu nuivu u uw . ? by the stony-hearted grafters, they close up the account with a sigh and the entry, "profit and loss, net loss," and that is the end of the transaction so far as the publisher is concerned. j There is such a thing as learning by experience and in due course of time even the gold brick scheme peters out in the most, bucolio vi ciuity; but the publishers of weekly I newspapers seem never to imbibe I sufficiently of the waters of experience so freely furnished them as to tone their systems up to the poiut of declining tbs alluring ''propositions" bo frequently offered by advertising l| ~V-jsharks and swindlers. m As an example in point we have ' in mind n proposition made us some 355KaL - time ago by a concern Advertising a cure for the morphine habit. The price offered was rather liberal as such things go, but the contract stipulated that payments were to be made semi-annually. "We wrote them that we would allow a discount of 10 per cent for cash and if this were not agreeable please to furnish references. They replied that they did not have to pay in advance for their advertising as they could get all they wanted on time (and doubtless they could), adding that as their company was a newly orgauized one it had no rating in Dun's or Bradstreet's, but that at a small expense we could get from these agencies a report as to their financial standing. We did not care to incur the small expense and so^ the matter ended. But we have seen this same concern's advertisements in dozens of weekly newspapers throughout the State, and we understand that no attention is being paid to bills sent in;by papers which have been carrying the advertising six months or longer. It is in this way that Northern swindlers rob their victims of thousands of dollars yearly and it is high time that the Southern weekly newspapers learned not to be deceived by the specions promises of those who thrive and prosper by long range thievery. The Fifty-eighth Congress met Monday in extra session in response to the call of President Roosevelt. The purpose of the session is to enact legislation to make effective the Cuban reciprocity treaty. Emperor "William, of Germany, had a polypus removed from his throat recently. Our idea of a polypus is somewhat hazy but we infer that his majesty did not need it in his business or his throat either, and we are glad to learn that he succeeded in getting it on the outside. Through an oversight of the dealer who furnishes us with paper, our last week's edition fell short between 150 and 200 copies. For this reason we could not send papers to a number of our exchanges and about half of our subscribers out of the county had to go lacking. We reeret exceedingly our inability n w > .v to send a copy of the paper to every one entitled to receive it. The condition arose through the negligence of others and v>c shall do our best to prevent its recurrence. r The little State of Panama, in area about the size of South Carolina, has seceded fiom the United States of Colombia and our government has recognized the revolutionists and denied the right of the path occarf ifc ftlltlmr. The attitude of the United States is based upon some treaty of musty date, which it is alleged guarantees the peaceful operation of the railroad traversing the isthmus.
