( session about a month. The most important work done thus far is the j passage of the Marshall child labor ] bill. At the State Democratic con- 1 ention last May a resolution was 1 passed almost unanimously endors- , ing such a measure, aud in our i judgment the Legislature Mould , have been recreant to its duty as a ] body representing the people not to 1 have responded to a demand so 1 thoroughly in accord M'ith the will ' of a majority of the constituents of , its members. The bill as it staud6 is a sort of oompromise measure, vet * we believe it is sufficient to accomplish the desiredend. The Honse of Representatives has : passed a bill creating the office of ftjrarance commissioner. This we believe to be unnecessary and unwise M is every tendency make new offices, the burden of whose support Jfcnt eotne, dirvctlv or. indirectlv, - < tut.of the pockets of the people. I At the good roads convention lecently held in Columbia and attended by nearly all the county sup , crvitorB in the State, a resolution was passed urging the General Assembly to enact a law to allow each county to vote on the question ' of raising bonds for permanent im- j payment of the public highways, i A bill of this nature was voted down ' la?t week in the House, but we notice i that its author. Mr Aull. of New- : ' . < herry, has introduced anothej of a ( similar tendency, which we hope will i meet a better fate than its predeces- | aoisr. If each a bill is not passed by the i present Legislature the "good roads movement" now agitating the State will receive a back-set from which it will not soon recover. (j The bill now peuding to increase the appropriation for the St. Louis exposition from $2,500 to $25000 j will probably be defeated, as it should be. The latter amount is not 1 enough to enable the State to make creditable showing, in addition to ] which the present financial status does not warrant an appropriation A A & for 6\ich a purpose. f A bill looking to biennial sessions has passed the Senate by the necessary two-thirds majority. This is as it should be. Now it is up to the House to allow the people to vote on the constitutional amendment. It needs no prophet to foretell the result. We regret to note that the Senate has passed a bill to create the office of oil inspector, whith which goes a salary of $1200 aud traveling expenses. The necessity for inspectors of all other commodities might be urged with equal force and there might result innumerable offices with good salaries and traveling expenses attached. The Senate by a vote of 15 tol4 lias ! refused to strike out the enacting! ivoids of Mr Kibier's bill to -require! founty superintendents of education ' to hold a tirst grade teacher's certili-' j ate from the State board of educa-: tion.
