Several articles en this subject have appeared in various newsjupjers of State, and none having HtteRipte^a full statement ol the afkir we submit the following as a condensed and more ac- ' cura'.e account of a matter that promises to be cne of no small interest te the public. Some time early in January feat a number of citizens of Lake City and Seranton being opposed to the establishment ar dispensaries in either of these towns, and being advised that the steps then being taken to establish dispensaries in these places were illegal, determined tfc test the matter in court. Laftrin January they retained VV. Bass, Esq., of bake City, who had suggested that the matter, if tested, be carried to the supreme. court, and he being infarmed that S. W. (jr. Shipp, Esq , $f Florence, had also been consulted in the matter, asked that he be associated with him in the case. Parker,, be perpetually enjoined from taking any further steps to.wards the establishment of dispensaries in Lake City andScranton, under the notice first published J?an. 2,1902, imrlAi tho a/*. I known as the dis pensarv law. The above is.merely the substance 9f the,prayer. The petitioners recite the history, step by step, of the affair as it relates to each of the towns. Several momentous questions are raised, among the most most important: are: (1) That the notice published, by the board o( control is fatally defective in that it failed to,designate the townships, / in which the proposed dispensaries! were.to be established, desigua,ting no localities, but referring solely to the election of dispensers; (2) that the provision of Section yii of the dispeusary law of 18% as follows: *iProyided, tha? dispensaries may be established ip the counties of Williamsburg,, Marion, Sickens,and at Seneca and other towns now incorporated, in Oqonee county without 'such election or compliance with the other requirements of this act;" that this proviso is unconsti-' tutional in, thjat it undertakes to exempt VViiliatpsburg and the. other named counties front, tire en tiro operation of thp disppnsajy taw; (3) that the prdyisp a/><>ye quofc-d. has no reference to the towns where the sale of liquor was prohibited b/ law otho? thud an/1 trrt/tr hi t\\U (if , December 24, 18DJ, which act prohibited ita ' sale throughout the county. Since that time L. Campbell and Capt. Kinsler have crossed the river. The survivors are, Chief Justice Mclver, Col. Joseph Daniel Pope, Dr. Jas. H. Carlisle. Dr. Stokes, Hon. R. A. Thompson, L. W. Spratt and R. C. Logan.? The State. Mortuary. Died?On Saturday, February 22, 1902, at Lambert, 8. C., Mrs. Margaret Douglass, relict of the late J. T. Douglass.
