II The court cf inquiry appointed to investigate the death of Cadet Hooz at West point has brought to light many instances of hazing a,- practised by upper classmen j upon new cadets. The practice ! of ill treating recruits is cowardly and cruel, and should nor be tolerated by the authorities.
