Origin of the Word Velocipede.
Frank H. Vizetelly tells "The Story
of the Wheel" in St. Nicholas. After
describing the introduction of the Celerifere
and the Dandy-Horse, Mr. Vizetelly
says:
By this time the principle of balancing
the wheel was understood, and 'he
task of developing .ne crude vehicle of
M. de Sivrac was begun. It was not
long, however, before this machine
was replaced by another, or was. perhaps.
only renamed. During the French
revolution a new form was introduced
under the name of velocifere: and its
riders became known as velocipedes
In the year 1S0K one of these vehicles,
shown at the Luxembourg Gardens m
Paris, was much tised. Eight years
later another wheel of similar form
came into France, and gained popular
^ favor in the Gardens of the Tivoti;
this'was the draisine, yarned from its
inventor.

From Day to Day.
THE SENATE.
July 6th. The Senate passed the
resolutions of annexation of Hawaii by
a vote of 42 to 21. Pettigrew offered s
resolution tendering the thanks of Congress
to Commodore Schley and the
men under him for their gallant conduct
in the destruction of the Spanish
fleet; referred to committee on naval
aftairs. Senate concurred in the House
amendment to the general deficiency
bill, thus passing the last of the appropriation
measures. Conference reports
were presented on a bill for protection ol
harbor aua coast defences and on a bill tc
increase the force in the ordnance de
partment in the army; both agreed to.
At 5:50 p. m. the Senate went into executive
session, aud at 0:15 p. m. adjourned.
JriA' 7th. A bill conferring upon
Adjutant General Corbin, the rank, pay
and allowances of a major general, was
passed by tLo Senate. During the
greater part of the session the Senate
considered unobjected bills on the general
calendar. passing a large number
of them. A bill making appropriation
to pay se~f.ion employees of the House
of Representatives and for other purposes,
was passed, with the following'amendment:

of War, in his discretion, ti
cause to be transported to their homes,
the remains of officers and soldier? whe
die at military camps, or who are killed
in action, or who die in the Held at
places outside of the limits of tbt
United State-*. Allison called up tlie
Houso resolution providing for the adjournment

At 4:40 p. m., the
Senate went into executive ses
sion. and at 0:12 adjourned.
THE HOUSE.
Jcly 6th?The House after a debate
of four hours concurred in tho Senate
amendment to the general deficiency
bill authorizing the societar.v of the
Interior, the Attorney General and the
Secretary of the Treasury to settle,
with the approval of the President, the
indebtedness of the Central and
Western roads to the government An
amendment was oiTered and adopted tc
the Pacific road amendment providing
that unless settlement was reached
within one year the President should
begin foreclosure proceedings. The
conference reports upon the bills tc
increase force of ordnance department
and protect Larbor and coast defences
were adopted. At 4:55 the House adjourned.
July 7th. ? The House was given tc
consideration of measures by unanimous
consent. Few of importance were
passed. A resolution for linal adjournment
at 2 o'clock tomorrow was agreed
to. Then followed a clamor characteristic
of the closing days of a session,
members iu large numbers being almost
constantly upon their feet, appealing
for recognition and consideration
of their local measures. Mr. Perry,
Democrat, of Kentucky, st cured the
reading of his resolution, thaiikincf
Commodore Schley and the
oncers and men under him for
the victory over Cervera. The Senate
lesolutious extending thanks and <li
lectins the giviug of medals to Lieutenant
F. H. Nowcomb and the officers
and men of the Hudson, in the fight at
Cardenas, and directing the retirement
upon full pay of Capt. Daniel B. Hodgson,
of the McCulloch, in the Manila
battle, were laid before the House. The
House accepted the Senate provision
for an appropriation of $200,000 to pay
the ccst of transporting dead American
seamen sud soldiers to their homes.
The bill to incorporate tiio International
American Bank was called up,
but by uuauiuious consent it went
over to the tirst Wednesday after Congress
shall meet, in December. By!

Dalzell, of Pennsylvania, explained
that many unrolled iulls were awaiting

to elect a Speaker who could sign

Confusion in reading the wm ne^
frequently comes from lgnorartee as
the exact meaning of terms employed.
Here are come points which will help
to clear matters up: The relat ive ranks
of the array and navy are as follows:
Army?General or commander-inchief,
lieutenant general, major general,
colonel, lieutenant colonel, major,
captain, first lieutenant, second lieutenant.
Navv?Admiral, vice admiral.
rear admiral, commodore, captain,
commander, lieutenant commander,
lieutenant, muster, ensign. The President,
of course, is commander-inchief
of the army and naval forces of
the couutry. Here are the divisions
of the army: Squad, a sub-division of
a company, commanded by a sergeant
or corporal; platoon, half a company,
commanded by a lieutenant; company,
not more than 100 men, commanded
by a captain; battalion, four companies,
commanded by a major; regiment,
commanded by a colonel; brigade, two
or more regiments, commanded by a I
brigadier general; division, two or
more brigades, commanded by a 111ajor
general; corps, two or more divisions.
commanded by a lieutenant general.
The divisions of the navy most |
important in this war are: Squadron,
a detachment of a fleet employed on
uny particular service; flotilla, a lleet
of 6mall vessels; fleet, a large number
of vessels under one commander. A
regiment of artillery consists of twelve
batteries of six guns each, and a regiment
of cavalry is composed of twelve
troops, two or more of which form
a squadron.
