By the Seu- j ate committee the appropriations were 1 increased $1,469,650. making the total amount of the bill as reported to the Senate, 37,076,299. i 57th Day.?Today's session of the ; Senate was largely devoted to the con- j sideration of the District of Columbia appropriation bill. After an extended ( discussion the bill, containing a pro- j vision for the reduction to about one- i half of the present rates of telephone ! charges in the District, was passed, j A bill appropriating 3288,000 for the ! relief of the book agents of the Metho- ! dist Episcopal church, South, was also passed. The vote by -which the measure was passed was unanimous. Sixtysix short, sharp and emphatic speeches were delivered in favor of the bill, each one being simply r. ringing "ay?." during the roll call upon the passage i of the measure. Not only did every Senator present register his vote in favor of the bill, but for every absent member the authoritative announcement was made that if he were present he would vote aye. Bacon's amendment to the Huwaiiun annexation treaty was under discussion during the executive session of the Senate today. The amendment provides that the treaty shall not become operative until ratified by a majority of the voters of the Hawaiiau islands. 59th Day.?The Senate transacted no business of real importance, and adjourned until Monday. It seems that the : House is expecting trouble, and is making preparations for it G2r> Day.?In a spirit of patriotism, xyith eloquent words ringing in their ears, every member of the House of Representatives responded to the President's lirst call to meet the Spanish situation by casting his vote for a bill placing in President McKinlev's hands $T>0.000,000 to be expended at his discretion for national defence. Party lines were swept away, and with a unanimous voice Congress voted its confidence in the administration. Many members who were paired with absent colleagues iook the responsibility of breaking their pairs, an unprecedented thing in legislative ; annals, in order that they might go on j record in support of this vast appro- | priation to maintain the dignity and ; liouor of their country. Sneaker Reed, who as the presiding officor, seldom votes except in case of a tie, had his name called and voted in his capacity as a Representative.
