Determined to rise in his chosen profession
as an educator, Ernest Kemper, of
Pierceton, Ind., overtaxed himself mentally
and physically. He was ambitious,
his mind was always on his work. From

THE SENATE.
SGtii D at. ?Today's session of the
Senate was devoted entirely to the con- |
sideration of the District of Columbia
appropriation bill. At the hour of ad- j
journment the bill had not been dis- :
nosed of, and its discussion will be
continued. The bill, as it passed the ;
House, carried $5,606,647. By the Seu- j
ate committee the appropriations were 1
increased $1,469,650. making the total
amount of the bill as reported to the
Senate, 37,076,299. i
57th Day.?Today's session of the ;
Senate was largely devoted to the con- j
sideration of the District of Columbia
appropriation bill. After an extended (
discussion the bill, containing a pro- j
vision for the reduction to about one- i
half of the present rates of telephone !
charges in the District, was passed, j
A bill appropriating 3288,000 for the !
relief of the book agents of the Metho- !
dist Episcopal church, South, was also
passed. A3 it has already passed the '
House it must go to the President for j
his signature. At 4:50 p. m., during;
the discussion of the bill a message was ;
received from the House conveying to j
the Senate the bill appropriating 350,- '
000, Q^) for national defence, just passed ,
the house. The bill was laid before the :
Senate, and on motion of Mr. Allison, j
of Iowa, referred to the committee on ;
appropriations.
58th Day.?The Senate passed the
emergency bill, carrying $183,000 fori
deficiencies, and placing at the dis- j
ooBftl of the President 850.000.000 for I
defence. The vote by -which the measure
was passed was unanimous. Sixtysix
short, sharp and emphatic speeches
were delivered in favor of the bill, each
one being simply r. ringing "ay?."
during the roll call upon the passage i
of the measure. Not only did every
Senator present register his vote in
favor of the bill, but for every absent
member the authoritative announcement
was made that if he were present
he would vote aye. Bacon's amendment
to the Huwaiiun annexation treaty
was under discussion during the executive
session of the Senate today.
The amendment provides that the
treaty shall not become operative until
ratified by a majority of the voters of
the Hawaiiau islands.
59th Day.?The Senate transacted no
business of real importance, and adjourned
until Monday.
THE HOUSE.
GIst Day.?The Hawley bill increas- J
ing the artillery force by two regiments j
passed the House with three dissenting ;
votes. Cannon introduced a bill today !
appropriating $50.000,000 to bo used at i
the discretion of the President for the I
national defence. It seems that the :
House is expecting trouble, and is making
preparations for it
G2r> Day.?In a spirit of patriotism,
xyith eloquent words ringing in their
ears, every member of the House of
Representatives responded to the President's
lirst call to meet the Spanish
situation by casting his vote for a bill
placing in President McKinlev's hands
$T>0.000,000 to be expended at his discretion
for national defence. Party lines
were swept away, and with a unanimous
voice Congress voted its
confidence in the administration.
Many members who were paired
with absent colleagues iook the
responsibility of breaking their pairs,
an unprecedented thing in legislative ;
annals, in order that they might go on j
record in support of this vast appro- |
priation to maintain the dignity and ;
liouor of their country. Sneaker Reed,
who as the presiding officor, seldom
votes except in case of a tie, had his
name called and voted in his capacity
as a Representative. The scene of enthusiasm
which greeted the announcement
of the vote?ayes, 311; navs none
?has 6eldom been paralleled in the
House.
G3d Day. ?The House devoted itself
to routine business. The legislative,
judicial and executive appropriation
bill wont through its last stages in the
adoption of the final conference report,
and tho remainder of tho day was consumed
in the consideration of the Senate
amendment b to the Indian appropriation
bill.

docks and armor.
65th Dat.?The bill to pay the Bow- j
man act claims, aggregating SI,200,000 ;
for stores and supplies furnished the :
Union army during the war, was before j
the Houso until 5 o'clock, but beyond j
completing the general debate, little '
progress was made. Of the S0CV odd j
claims in the bill all but a j
few come from the South and j
dilatory tactics were resorted to
to prevent progress with the bill.
In a speech favoring the bill, Mr. Gibson,
(Rep.) of Tennessee, said the
claims were distributed as follows by
States: Alabama, 60; Arkansas, 56;
Georgia, 42; Illinois, 1; Kansas, 3; Kentucky.
56; Louisiana, 22; Maryland, 70;
Mississippi, 100; Missouri. ?01: New

When Toole, the famous tailor, was
an old man he was at Brighton on a
