While this would much facilitate transfers of property and thus en large the limits and increase the prosperity of trade; it is a system fraught with danger to all business interests; it is subject to periodic crisis or financial panics when the accumulations of years are swept to the winds in a day. A whispered want of confidence may spread through the financial world like a smothered cry of “tire” through a crowded house and pro duce a similar result. How* shall this credit system be rendered free from danger to busi ness interests? What element of new growth can sential outlines is for the producer to place in a sub-treasury of the gov ernment the class of economic goods almve referred to, and upon them as a basis the government, re serving a margin of 20 per cent upon present values, issues notes of a legal tender for all dues to the government or individuals to the depositor; is the stored products to Ik disposed of within a year by the owner upon re turn of certificates of deposit and money advanced and payment of ex- i penses. There cannot be a doubt that so long us the government has under its control these products, every dollar (not forgetting the 20 per cent margin) of legal tender notes issued upon them is as good,'if not better than gold and silver certi ficates, for the simple reason that any bushel or pound of product will at any time sell at home or abroad the bank they should recover back their gold.” And herein lies an element of safety, since the govern ment is made a bailee as to the stored products.
