The South und the Wrgro. There is no political question, out side of the present dehnte in Con gress on the Appropriation Bill, which attracts more general interest than the proposed scheme of Senator Windham to colonize the negroes in the N irthwe^t. j It is wull known that (he fact of: the Democratic party having enmc 1 into tho entire control of the South ern States has caused consiHciiiblc agitation among the Republicans iii view of their loss of power, und they have been for some time casting around for a remedy for the evil. Th ey see that tho negro has become an clement of strength to the Demo cratic party in giving it iucreased representation iu Congress. To re move that power which th?j' them selves gave is now the objective point. As to the manner of accomplishing j this object the stalwarts differ. Some J of the stauuehest Radical leaders favor the immediate disfranchising of the nrgrn as- the best means of de creasing Democratic representation. The latest scheme, however, is that of removing the "wards of the na tion" from the South to Pennsylvan ia. Indiana, or some other close State "Tn oider to give the said State, in 18S0, to the Republicans. This scheme is much more earnestly piessed at the North than we have any idea of. It is the hobby of the. Chandlers, who arc offering settlers another "40 acres and a mule;" and ex-Congressman Raiuey whose hops? in South Carolina have gone "where the wood bine twineth and Prof. Greener, formerly af the South Carolina University, and other negro leaders, are working hard for its success. Ji is? said] that there is hardly a town in the North that has not an agent of ihn scheme collecting money for its prosecution. Now, in view of these mam ?r.vs\ - of our political opponents, it may l> weil to enqu'ne what will bu the pro gramme of the Democrat'!. A correspondent of the "News ami Courier" writing front Washington believes it to be to the true interest of the South to help on the schema. He says that the negro is a curse instead of a blessing to the South; that the tide of immigration which builds up the Norih flovs steadily to thu North west ttudiously avoiding tho South "because of this race in our miJst with which European labor will not compete, ile aUo cites that in the upper tier of counties in this Stute, where the negro is in the minority the country is more prosperous and the lands more valuable than in the lower counties where they arc numer ous. The Columbia "Register" has also expressed views somewhat in the same line. Now it appeals to us if the colored race would have off their sulkiness j.nd co-operate with the whites, rcaliz ing the truth that our. interests, as component parts of a common South, and as ayriuillun'sls against a manu* facturiny North, ore identical, there would be no use for this hegira. But, if tho blacks intend forever to foster enmity and to vote against the whites aud in so doing against themselves, and the S< uth, which is our common home; and, if we are to have a repeti tion of the demoralizing campaign through which we have past, '.re ho lievo wisdom would dictate a change of allies and tho establishment, of an Immigration Bureau to meet cveiy emergency that may transpire. The agriculturists of thu South prefer t'l J colored man as a laborer", but il huis to be tossed about by evory political adventurer the consequences rest upon his own shoulders. The Election Casos. The above cases are now under trial in Charleston, Judge Pond, as expected, having overruled tho ob jections to the jury which were in the opinion if any unprejudiced judge sufficient grounds for laying aside the juries us illegal. Judge Bryan dis sented, which ol'course gives the right of appeal in every case found guilty to the Supreme Court. The trials however go on. The bitterness and prejudice ol Judge Bond and the District Attorney uro manifest at every stage of the trial. At the time of our going to press two cases have been decided?one guilty and the other not gnilty. With such juries as are drawn under the law applying the iron-clad oath the wonder is that any get clear, tor it ir, next to im possible for any honest white man in the South to take it, who was of the age to bear arms tin ring the war. Wo presume that the Orangcburg esses will Boon lie called, and we hope tho necessary means will be iu hand to defray expenses. Congress. The House is now engaged in gene ral legislation of an important character, and the Senate has com? meuced Hie discussion on tho Appro priation Bill. Gen. Login has spoken on the Republican side and Senator Beck on the Democratic side. The de bate promises to be long and {exciting. Senator Hampton is uow iu his se?t at Washington. [For the Orahgeburg Times.'] Jessamine Vacm-.y, WII.LOW TowNSIltP, April 10i.ii, 1870. Editor Orangeburg Times: Dkak Sik ? I notice in a recent issue of your paper, some very sensi ble suggestions over the name ol 11 ippocra'cs, with which 1 fully con cur. Tliey wcie madeiu refcren e to tho road near y nir Village, that part from the intersection ol the Ninety Six, Cannon's and Hoi man's Bridge roads to the Village.. My first cross ing at that point was in the year 1839. 1 was. at that time, very forcibly impressed with the nonsensi cal circu tons route adopted by the pioneers of the country, and not being very well versed in revolution ary history, was led to suppose that our heroic ancestors were forced | to ad"pt. the presen route during a dark night in order to savo the little gai ri.-.on of Orangeburg from the bru tality bf?auperior British force. Be : that, however, as it may, the writer ! of the article alluded to, hat? his head level in regard to the proposed change. The annual expense- would not only be much less, but the road would be far preferable to the present route. The nuracrjus lakes now en countered could all ^ conducted into the river abo?'? the road-bed. and instead of a dozen bridges, one continuous embankment can be sub stituted, which w'nl stand the lost, till time trembles with the feoblcness of aye, aud, besides, the high hill on the Village side would be avoided. I feel assured that the County Com missioners will adopt the straight out or ivtraight-across policy. What say you, ("apt, 1 laydeu ? Respectfully, E. FLORAL FAIR 1879.
