D. H. Chamberlain Indicted. Evidence Discovered of his Complicity in the Famous llcll-llole Swindle. Columbia, November G.? The Court of General Sessions met at 10 A. M. The cus<i of tho State vs. Sallio Williams, murder, was tried; verdict not guilty. Tbc defendant was charged with tho murder of her new born babo. At tho conclusion of this cause tho grand jury was cull ed, and a little ripple of excitement occasioned by the solicitor handing to Ihe grand jury quite a bulky look ing indictment iu tho case of the State vs. T>. H.Chamberlain et al., charging them with conspiracy to cheat the State. Tho solicitor stated that ho had two witnesses?Messrs. DeSaus8ure nndCochran?who would now go beforo them, and if their testimony was not considered suffi cient he had another whom he ex pected to-morrow morning. Judge Pressley said to the grand jury that they had all doubtless heard that the Stale, i-oine years ago, had appropriated a Urge ium of money for the purchase of homes for colored men. He told tho jury that they must disregard everything that they had heard about this land commis hou business, and must direct their investigation exclusively to determ ining whether the persons charged iu the indictment, 0. P. Leslie, D. H. Chamberlain, II. H. K imp ton and Miles G- Parker, had conspired to cheat the State by purchasing a tract of land in Charleston County, fur which they actually paid a certain sum, and returned it to the State as having been purchased at. a much larger sum. In oilier word-; laying aside all prejudice, they were to d< - termino whether there was enough evidence before thom to warrant a trial of the defendants by a petit jury, for having, cither as land commission ers, or as the advisory board ol the land commission, conspired together to cheat the Stato out of the differ ence between the price they actually paid for the said land and the amount they pretended If) have paid, as charged iu the indictment. If tho testimony then produced before them was sufficient to convince them that the defendants should be tried by a petit jury for t he offence charged agninst them they should find a true bill, and, if not, should hold the matter over until to-morrow, when another witness would bo sent before them. Messrs. DeSaussure and John It. Cochran were then sworn, and the grand jury retired. The trial of Keziah Burke, for arson, was then begun. The grairl jury this evening return ed a true bill againt D H. Chamber lain etal., indicted to-day for perpe trating n land commission swindle. The solicitor stated that he would enter a nol prjB. as to Neaple and Parker. It is expected that requisi tions will bo sent on at once. The testimony is said to be conclusive as to the guilt of all the purties, Cham - berlain included. [Chamberlain lias telegraphed Attorney-General Voumaus that he will attend his trial at Columbia of his own will and requests to be in formed when his presence will be re quired. This affected innocence is ( illy a dodge for the Northern eye. Chamberlain knows he is guilty and will be convicted if tried.] The Elective Franchise. a proposed effort to repeal un i verbal suffrage?the negro vote a thorn in the side ok th e radical. Washington, October 30?Pub licity has already been given to the suggestion that some day in the not remote future the Republican party would be disposed lo tako the elective franchise from the colored people. Honest Republicans in CongreiB or out of it never made any secret of the fact that the real object of tho party in conferring negro suffrage was to strengthen and perpetuate its hold upon tho government. In this tho Republicans have been wofully disap pointed. Tho practical result of their efforts has been to give to their opponents thirty-five additional votei in the electoral college and House of jiepmentntives. The deliberate manufacture of wholsule calumnies Upon the South in this and iu former enmpaigns cannot make a solid North, although Ulms carried on iu thuthope. The next move, therefore, of the diecomlitted Republicans will bo to take away the boon which they conferred upon the negro. By ad vices received hereto-day from South Carolina, it is learned that Gov. Hampton, in a late speech, proclaim ed that he had been upproached by prominent Uepublicaua, among thorn a .brother-in-law of n Cabiueut officer, with propositions to deprive tho negro of his vote. Such propi sitions were of course indignantly rejected by Gov. Hampton. If Gov.
