The Newt •ad Courier ia a great power in tbe Stats aod headlines are by no means insignificant instruments of power; so that throughout tbe length and breadth of Sooth Caro* linn todav there goes out this croaking libel against oor people. Ever since the pas sage of the aew County bill by the Legislature, tbs people of Darling ton have quietly accepted tbe re sult. The survey was made in or der that we might claim our own, aad without any expectation or desire of defeating the new County project, Tbe Constitution gives ua the right to 626 square mi e« and we had tbe same justification for ooontiog them tbat The Newt and Courier »j*a Jut coanting the tec dollars recti red from a patron for one year’s aobaciiption to tbe “daily,” and the same diahotieHt motive would be apparent ia either case should no*incorrect count be purposely made. Moreover, tbe Legislature Act, after sta ing tbat Florence County is to be establish ed, adds: provided Darlington Conn y shall ha e been found after a survey to contain 625 square milea. Therefore, in conducting the survey, the people of Darlington were simply exercising a right under tbe law. If Tke Newt and Conner was ig norant of the faeta which we have mentioned it abouid inform itself more thoroughly hereafter, or it will soon cease to be regarded as a great metropolitan daily ; if it was not ignorant of them, then it was guilty of something worse. While we do not feel tbat Dar lington is in any way to blame for the petition in wbu h ae Hie ull now ph-ced, it is Io be hoped tlutt onr people h| | do hII in their power to allay feeling between tbe twoCoun ties, Mud to diminish ibe difficulties which conliout them both It has been a matter of considerable sur prise to us to know that I here were some who took umbrtge at our ex ercising the tight of making a sur vey, which the Legislature, and the Constitution itself, bad most unuds taksbly given us. It is still mote to be wondered at tbat our friends acrosM the line should have to b t- teily op|»oaed os in this matter, for it was OMt ursI that I bey would wish to have settbd lor hII time a question which would otherwise be a constant source of annoyance to the infant County. While we fear tbat tbe statement will not be ie- ceived in that sincerity in which it is made, we cannot refrain from again assuring our friends tbat we advocated tbe survey not with a view to inflicting injury upon tbe new County, but solely iu order that we might maintain oor rights under tbe Constitution. He who does not stand np for his privileges under tbe law ia less than a mau, a fact which none recognise more forcibly than our gallant Florence friends. The Legislature will pass next fall a law validating all tbe acta of tbe Florence County, aod will pro. vide io some way for giving her the proper area without interfering with the rights of Darlington. Aa we aaid when the snrvey was first proposed, it ia full time that this oeatroveray should cease. There shonld be between tbe people of tbe two Counties the closest feel ings of friendship and aff< ctioo ; •‘her people are our p* ople” and many of onr interests are common, if, therefore, there should arise by any chance hereafter one wbo is opposed to the new County, Thk Dablinoton Nbws will lead tbe van which goes to tbe trout to crash him out. THE NEW COUNTY JAIL- The new jail will afford ample sc oommodalious foi all the prisoners of the County, with proper facili itiea lor separating tbe sexes and keeping the youthful criminals away from those who are hardened id crime. Aaa general rule the occupants of jails are those who are committed fur trial, and since they are regaided in the ejes of the law “aa innocent until proven guilty,’ it is contrary to both tbe lett< r and the spirit of the law to subject them to sneb terrible discomfort and deg radation as befits the courioi. It is gratifying, therefore, to know that the arrangements of the new jail will be constructed with a view to tbe mitigation ol the e evils, it is Mid, moreover, that tbe arrhi- teeto'e of the new building will be sneb m to add greatly to the beauty of tbe surroundings rather than to detract from them, and tbat ita front portion ia to be devoted to a handsome residence for th- Sheriff, wbo will thus be on the spot all tbe time and have the personal su pervision of the prison -re. To all of this we must add tbat the build ing will be fitted up with tbe most improved sanitary arrangements, while the manner of ita construe- tion will not only make it fire proof, bnt will render e«ca|»es well nlgb impo.-sible. As may be foreseen, in order to obtain a building wbieb would combine ull of these quali ties, a considerable outlay ot money waa oeces*aiy, and the County Commissioners Lave accordingly agreed to pay about leu tboa- Mud dollars lor it While we would be the last to uphold a needless expenditure of tbe public funds, we any onh« sitatmgly tbat it is of tbe utmost importance tbat a county jail which is to remain tor several generations should posse** all the advantages enumerated above, and we therefore consider the action ot the Board of County Commission ers as eminently wise and proper. We regret that we cannot com mend with eq* al be. rtiue'is the ae ieetioa of the site which has been determined upon. In former days the objectionable features which attcoded the location of tbe jail on the Public Squat e were of such constant occurrence as to afford onr citixeus and property holders daily cause for regret. When a considerable portion of tbe bnsi m part of the towa was recently destroyed by Are, car people for its loeation. That the new building will be of rather ao orna mental character, and that it is to be situated some distanos farther book on tbe lot than tbe old jail site, are of bat tbe very smallest consideration in comparison with tbe many and ■erious disadvantages in-eparably connected with its being located any where wit bin range of the Pub lie Square. It ia greatly to be re gretted, as we have remarked be fore, tbat I he reasonable wishes of tbe entire people of the town could not bare been complied with, aod tbe action of tbe Hoard will, we j fear, cause injury to the business interests of Darlington for a ban dit d years to come. A TERRIBLE DELUGE Tbe greatest flood tbat baa ever swept over this continent brought desolation and death to a large atea of conutty, particularly in Pennsylvania, on Friday last. Tbe scenes ot devastation are beyond the powers of description. Houses towns aod people were swept away by the rustling waters. The town of Johnstown, Pennsylvania, was completely destroyed and many otbets were badly damaged. It is impoMible to name the amount of property completely rained, bat the uomber of livea lost ia reckoned from ten to twelve thousand. Ad ded to the fury of tbe waves, fire, with ita awfnl tongue oi destrne tion, bore down upon tbe hapless victims and many wbo were saved from a watery grave found death in the banting elements. Fathers lost thsir children, wiles their husbands and little babes theii mothers; few indeed were tbe lamiliee that death did not visit. Tbe waters have subsided and those who still live are baffling with the flames or, perhaps, endeavoring to find tbe remains of some dear one- Moat of tbe bodies have been burn ed or bruised beyond recognition and the search for the d^ad ia har rowing and heart rending iu the extreme. The one ray of sunshine upon ibe dreary scene is the prompt res|>cuse of the whole country to the cry ot dire distress ai d from all sides relief for the sufferers is pour ing in. demand and will soon order 20.000 more. Now is the time to obtain tbe bagging, as no orders will be reoeived later. Tbe cotton bag ging will coat 121 cents per yard sod with freight 13 cents. Tbe jute would have undoubtedly coat mom hot for tbe noble fight the farmers are making and as already stated, many of tbe maiiuracturer* have agreed to pay 10 cents per boudred more for the staple wben it is packed in cotton. Tke use o' eotton bagging will consume one hundred thousand bales, and hence tbe mcreuaed demand will make tbe prices for cotton tise.
