Draftees have enlistment choice On June 22, the Selective Ser vice System effected a major policy change which will per mit men scheduled for induc tion after July 1 to enlist or be appointed in the National Guard or Reserves after re ceipt of their induction orders. The regulation change also will permit men who receive induc tion orders to join regular branches of the Armed Forces for a minimum of two years active duty, if such programs are offered. The new policy does not affect men with June reporting dates. The result of discussions be tween the Department of De fense and the Selective Service System, the new policy is ex pected to stimulate recruiting for the National Guard and the Heserve forces. The Guard and Reserve forces are esti mated to be 40,000 men below their authorized strength, and both Secretary of Defense Mel vin Laird and Deputy Secre tary of Defense Kenneth Rush have recently expressed con cern over this situation. The only option to men who had received induction orders in past months was to join one of the regular branches of the service for at least three years active duty. No Guard or Re serve enlistments or appoint ments were authorized after the mailing of induction orders. All registrants are given 30 days’ notice of induction, so men who receive induction or ders after July 1 will have 20 days to effect enlistments or appointments. In order to al low men scheduled for induc tion in early July to take ad vantage of the new policy, Act ing Director Byron V. Pepitone has authorized local boards to postpone for 15 days the induc tion of men scheduled to report between July 1-15 if they are actively being processed for en listment or appointment and if they request such action. Men who receive induction orders and desire to enter in the Guard or Reserve must lo cate unit vacancies on their own. They should request that their enlistments or appoint ments be expedited in order to meet the 10-day requirement. Enlistments or appointments in the Guard or Reserves require at least 4 months active duty for training and the balance of six years participating in the Ready Reserve. Such enlist ments or appointments do not reduce the obligation of the Se lective Service System to pro vide requested numbers of in ductees to the Army. Selective Service System an nounced that RSN 75 would be the highest number to be reach ed to satisfy August draft calls. Officials do rot anticipate a major increase in this number in order to satisfy the total re quirements for this year. The Defense Department has announced that no more than 50,000 men will be drafted dur ing 1972. Inauguration speech in Record Newberry College and the Col lege’s recent inauguration of Dr. Fredric B. Irvin as the school’s twelfth president, received the attention of Congress when South Carolina’s Senator Thur mond requested the inaugura tion address by Dr. Fredric Ness and the response by Dr. Irvin be placed in the Congres sional Record of June 15. In requesting the speeches to be placed in the Record, Sena tor Thurmond stated, “I am highly pleased that Newberry College was able to secure the services of a man of Dr. Irvin’s caliber. His background and ex perience afford him excellent qualifications to render a va luable service to that institu tion. Dr. Irvin’s inauguration was on April 21.
