Metis Funeral
Was Tuesday
Samuel Rude Metts, 88, di e d
late Saturday night at his home,
Route 3, Prosperity, after several
years’ illness.
Mr. Metts was bom and reared
in the St. Phillips section of the
county, a son of th e late Captain
William Glenn and Rebecca Sligh
Metts. He moved to the Bachman
Chapel section in 1915, where he
was a member, and where he serv
ed in the church council for more
than 38 years. He also held var
ious other church offices. He was
a farmer and had served on the
equalization board of Newberry
County, and on the board of trus
tees of Jolly Street school. His
wif e , the former Cleora Kinard
Metts, died in 1961.
He is survived by three sons—
Royal Jeff Metts, Thomas W.
Metts, and Clarence B. Metts, all
of Prosperity; two daughters,
Mrs. Isabell M. Kinard of Pros
perity, and Mrs. W. D. Kinard of
Joanna; one sister, Mrs. Lyda B.
Sh'aly of Saluda; 20 grandchild
ren and 22 great-grandchildren.
Two sons, Roy Metts and J. C.
Metts, preceded him to the grave.
Funeral services were held at
3:30 P. M. Tuesday at. Bachman
Chapel by Dr. Grady L. Cooper.
Interment was in the church
cemetery.
Honorary escort was George I.
Kinard, J. Walter Richardson,
Homer A. Bobb, and the members
of Bachman Chapeu church coun
cil.

Mr. and Mrs. Tommie Riley of
1817 Marion street, Columbia, an
nounce the birth of a son, Donald
Clifton, on Friday, May 3. The
baby weighed eight pounas, fiv«
ounces. The Rileys have another
son, Thomas, age 5. Mrs. Riley
will be remembered in Newberry
as the former Shirley Berley.

Newberry, South Carolina, in
council duly assembled:
Section 1: That certain Ordin
ance adopted by the City Council
of the City of Newberry, South
Carolina, on December 13. 1960,
entitled “An ordinance to require
vacant lots in the City of New
berry, South Carolina, to be clean
ed off periodically by the owners
thereof, and if not done by the
owners thereof, then by the City
of Newberry and also, setting
forth a method for collecting the
costs for clearing said lots,” is
hereby repealed and the following
J is hereby adopted in lieu thereof.
Section 2: No owner of any lot,
place, or area within the City of
Newberry, or the agent of such
owner, shall permit on such lot,
place, or area, or upon any side
walk abutting the same any
weeds, grass, or deleterious, un
healthful grov/ths, or other nox
ious matter, that may be growing,
lying or located thereon.
Section 3: The City Manager
of the City of Newberry, is here
by authorized and empowered to
notify, in writing, the owner of
any such lot, place, or area with
in the City of Newberry, or the
agent or such owner, to cut, de
stroy, and/or remove any weeds,
grass, or deleterious, unhealthful
growths, or other noxious matter,
found growing, lying or located
on such owner’s property, or upon
the sidewalk abutting same. Such
notice shall be by Registered Mail,
addressed to said owner, or agent
of said owner, at his last known
address.
Section 4: Upon the failure, neg
lect, or refusal of any owner or
agent so notified, to cut, destroy
and/or remove weeds, grass, or
deleterious, unhealthful growths,
or other noxious matter, growing,
lying, or located upon such own
er’s property, or upon the side
walk abutting same, within fif
teen (15) days after receipt of
the written notice provided for in
Section 3 above, or within fifteen
(15) days after the date of such
notice, in the event the same is
returned to the City Post Office
Department because of its inabil
ity to make delivery thereof, pro
vided the same was properly ad
dressed to the last known address
of such owner, or agent, such
owner or agent shall be guilty of
a misdemeanor and upon a convic
tion thereof shall be fined a sum
not to exceed One Hundred and
no/100 ($100.00) Dollars or im
prisonment not to exceed Thirty
(30) days, in the discretion of the
Recorder of the City of Newber
ry, South Carolina.

The owner, agent and occupant
of every premise, improved or un
improved, in the city, whereon or
wherein garbage shall be created
shall provide metal, watertight
containers, such size as to be eas
ily manhandled, (recommend a 32
gallon can), and of such number
as to receive the garbage accumu
lation of three days from such
premise. It shall be unlawful for
the owner, agent or occupant of
any premise in the city creating
garbage to have, maintain or keep
any garbage on any premise, ex
cept in such garbage containers as
are provided for in this section.

Were Monday
Jobie Madison Davenport, 45,
died Saturday at his home j n j 0 _
anna. He w r as a native of New
berry county, but had lived in
Joanna for 30 years and had been
employed by the Joanna Cotton
Mills for 29 years. He was a son
of the late Jobie and Annie Long
shore Davenport.
Surviving are his wife, Mrs.
Alice Morgan Davenport of Jo
anna; four sons, Charles, Edward
and Jeff of Joanna, and James M.
of Norfolk, Va.; two daughters,
Mrs. Jeanette D. Baker of Ninety
Six and Miss Ruth Davenport of
the home; one brother, J. H. Dav
enport Sr. of Joanna, and two
sisters, Mrs. G. F. Boozer and
Miss Essie Davenport of Newber
ry.
Funeral services were conducted
Monday at the First Baptist
church. Burial was in Rosemont
cemetery, Clinton.
