He had been in declining health for the past several years. Mr. Hiller was born in Chapin and was the son of the late B. B. and Collie Summer Hiller. He had •been an employee of the textile mills of Newberry as long as his health permitted. He was a mem ber of the Lutheran church of the Redeemer. He'is survived by one brother, Vernon E. Hiller of Sumter; three nieces, Mrs. Vera Settler of Rome Georgia, Mrs. Mary Cannon of Clinton, and Mrs. Helen Derrick of Memphis, Tenn.; and two nephews, Eugene Derrick of New berry and L*eon Caldwell Derrick of Charlote, N. C. Funeral services were conduct ed at 3 o’clock Thursday after noon at the Whitaker Funeral home by the Rev. Paul Monroe, and Dr. R. A. Goodman. Interment followed In Rosemont cemetery. The City Manager read a re port that the raw water pumping station on Saluda river was 80 per cent completed and the raw water main from the river to the city was eight per cent completed as of February first The councilmen decided to have the city’s ”pine plantation” thin ned and pulpwood sold on recom mendation of conservationists of the Champion Paper and Fibre company. Council was notified by Mayor Kinard that he and the City Man ager, In company with Roddy El lis, Sr., South Carolina highway Commissioner for this district, looked over primary and second ary roads in the highway system within the city limits, with a view to alleviating traffic problems on certain streets, principally Bound ary street, Caldwell and Adelaide streets. The mayor reported that Mr. Ellis seemed to be impressed with the need for Improvement and promised to take the matter up at a future meeting of the Highway commission. In the meahtlme, a traffic survey team will visit the city to make a study oi traffic problems. A letter from Mrs. Lillian Hei- sey, representing the Green Thumb Garden club* was read, re questing that the city furnish ‘“hydrants” In the park of Wells park property for watering flow ers which have been planted by the club. Council Instructed Man ager Blackwell to get more Infor mation and bring it to tho next meeting. Council waa told that McLean Construction company was 1 o w bidder on repairing and painting the two elevated water tanks in the amount of $3,922 and had been awarded the contract. A petition that Council request the County Delegation to ask the S. C. highway department to take the 2000 block of Henry Avenue and Wells Park Drive into the highway system for paving and maintenance was read. Council Instructed the city manager t o write a letter to the delegation, requesting that they take the necessary steps to have the fol lowing streets taken into the sys tem: Harris from Main to exist ing paving; Mower from Harring ton to Evans; Henry Avenue from Fair to Pope; Wells Park Drive from Fair to Pope; Reid from Nance to College; Osborne from Pope to Reid; McDowell, 2 0 0 0 block from Evans street north. A petition was read from the freeholders in the Crestwood sec tion of Newberry requesting an election to see whether that ter ritory should be included in the city limits. Council Instructed the city manager to confer with the city attorney about the procedure to be followed In this connection and report back to council. The city manager was told by council to assist property owners In drawing up petitions for side walk paving when requested. A letter from Newberry County Memorial hospital, requesting the city to construct a concrete side walk was read and action was de ferred. Mayor Kinard invited members of council to attend a supper at the Wlllowbrook club house next Tuesday evening.
