SUBSCRIPTION RATES: One Year $1.00 Six Months .75 Three Months .50 State’s 4-H Clubs Honor Constitution Clemson, Jan. 23. — Community 4-H clubs in South Carolina will Join with those over the nation in helping to celebrate the sesqui- centennial of the Constitution of the United States. February, the birth month of George Washington, will be the month of most of these patriotic programs of the 4-H club- sters. To this end Dan Lewis, state boys’ club agent, and Leon Clayton, the assistant agent, are sending out suggested programs and supplying special literature and other ma - terials from the American Tree As sociation, Washington, D. C., and the Extension Service of Clemson College. With these special mate rials local clubs will stage different types of celebrations arranged by local 4-H leaders and presidents and local 4-H community commit tees in cooperation with county agents. A feature of these Constitution celebrations will be the setting of ornamental trees on public grounds, 4-H forest plantings, and such. In the setting of these trees Die 4-H club members will observe the 14 points in ornamental tree planting as outlined by the Amer ican Tree Association and thus learn the principles of successful tree planting. Messrs. Lewis and Clayton urge that every 4-H community club in South Carolina join in this national celebration. They suggest also that the sesquicentennial plantings be registered on the national honor roll of the American Tree Associa tion. This is done by notifying the Association, giving the name and address of the planting club, the date of planting, and the kind of planting—whether it is a single tree, a memorial avenue, a com- 1 munity forest, or whatnot. X Social Security Act Effective Deputy Collector Will Visit McCor mick To Give Information and Assistance. The excise tax on employers pro vided by Title IX of the Social Se curity Act became effective Jan uary 1, 1936. The tax rate for the calendar year 1936 is one per cent of the total wages paid or payable by an employer to his employees. For the purpose of the tax, an em ployer is defined as an individual, corporation, partnership, or other entity who employs eight or more individuals on each of some 20 days during the calendar year, each such day being in a different calendar week. There shall be credited against the tax the total amount of con tributions paid into an unemploy ment fund under a State law, but such credit shall not exceed 90 per cent of the tax liability. Compensation paid the following groups of employees is exempt from the taxes: agricultural labor, do mestic services performed in pri vate homes, service performed by officers and employees of crews of vessels on the navigable waters of the United States, services per formed by Federal and State em ployees, certain family employment, services performed by employees of religious, charitable, or educa tional organizations. Returns covering the calendar year 1936 are required to be filed with the Collector of Internal Rev enue, Columbia, S. C., on or before January 31, 1937. The tax disclos ed by such returns is due and pay able at the time of filing. The provisions of Title IX of the Social Security Act are entirely separate and distinct from the pro visions of Title VHI. A deputy collector will be sta tioned at McCormick, S. C., on Feb ruary 1, 1937, at Courthouse, from 1:30 p. m. to 5 p. m., for the pur pose of giving information concern ing the Social Security Act and assisting taxpayers in preparing returns. Boyd Creigh ton, of Anderson, general chairman of the campaign. Rev. J. F. Lupo, pastor of St. John’s Methodist Church, Rock Tnil, and Rev. D. A. Phillips, pastor of the Holly Hill Methodist Church, will serve as associate general / Assistance. Title vm of the Social Security Act, which became effective Jan uary 1, 1937, imposes an excise tax of one per cent upon the wages paid by every employer to his em ployees (regardless of the number) for services rendered. It also im poses an income tax of one per cent upon the wages received by each individual from his employer as remuneration for services render ed, which must be withheld by the employer when wages are paid, and the employer is liable for the amount of such tax whether or not it is so withheld. Mrs. Dessie Dean Pitts, of Saluda, president of the Lander Alumnae Association, will head the alumnae phase of the campaign. She is dean of the Johnston High School, a former president of the Edgefield County Education Association and a member of the executive commit tee of the State Education Associa tion. Other officers of the Alumnae Association, with Mrs. Pitts, form the executive committee for the alumnae division of the program.
