Statistics of the State Board of Health, the Federal Bureau of the Census, apd the South ..Carolina .Emergency Relief Administration. “Chief among these reasons is the proof of citi-J zenship, paternity, and.legitimacy, the right to. inherit property, as evidence of the legal age to marry* and as evidence in the enforcement of law relating .to education, and to child labor,” Dr. Hayn£ Y a^ded.. t. ! Registration cards arje. being sent to every family in South .Carolina from the Bureau of toe Census ..in Washington, requesting certain data on babies born to South Caro lina parents in the past twelve months. All that the parents have to do, if the card is applicable, is to fill in the blanks and drop the card in the nearest mail box. No post age is required. The cards will be returned from the Bureau of the Qensus to the Bureau of Vital Statistics in Co lumbia, where they , will be check ed against existing records.. Even though parents are sure that their babies have been registered, they should fill put the cards, because there may have been an error of entry and at some later date the child may need a certified copy of birth certificate vitally. In case one of the cards return ed to Columbia is found not to be a matter of state record, steps will be taken immediately by the Bureau of Vital Statistics to register the child properly. Parents owe it to their children to take a few mo ments to answer the card. It may mean a great deal to their child later in life. R. V. FLEMING ADJUSTING BANKING i TO CHANGING NEEDS i By ROBERT V. There fore it behooves the banker to bend every effort to create a better public understanding of sound banking and thereby bring about that united effort and cooperative spirit which will has ten the day of national recovery and restore to the banker the confidence } of the public to which he is entitled. ‘ As an approach to the realization of this ideal, bankers should carefully scrutinize every application for a loan to see if it is bankable and, if it is not in bankable form, then make fur ther examination to see if the loan can be made so. in order that the uses of credit may be stimulated. Explaining Loan Factors to Customers We must not expect our customers to be bankers and understand all the fac tors which we must consider before granting a loan. If we find tha* a loan is noL.and cannot hr made, bankable, then 1 thin - * we should take pains to explain to the applicant the reasons why it cannot be granted. There are other measures which 1 think it important for the banker to undertake in order to eliminate the misunderstandings which have arisen and overcome the sentiment which exists. Under present conditions we have to operate under many laws and regulations, and also watch what fur ther legislation is being proposed which affects onr methods of operation and may not be in the best intereu of the communities we serve. Nowadays it seems at times we must sit with a law book in one hand and a book o f reguia tions in the other in order to make cer tain we are discharging our daily duties and functioning strictly in accordance with the law.
