not been removed by the new na
tional. program of direct Federal
buying Of foodstuffs for use in
feeding the needy, according to of

-The plan of direct purchase and
distribution will help to remove
present surplus of some products
in the best possible way—by feed
ing them to people who need them.
It has “rediscovered” a market for
farm products within the bounda
ries of the United States, and will
result in marked increase in food
consumption by the three and one-
half million families who are re
ceiving unemployment relief
through public funds.
The problem of over-production
of farm commodities, however, still
must be faced. Exports are largely
restricted through closed foreign
markets, and even the fullest pos
sible domestic consumption will
fall far short Of using up all of
many bakic farm products' which
we have been producing.
“Of course, the 1 program of re
lief buying does not solve the sur
plus problem,” says SecretaVy of
Agriculture * Wallace. “It merely
offers a nettf means of attacking
that problem.^ For even in years
like those from 1925 to 1929, when
nearly all our peoplif could buy all
they needed to eat and wear, the
farms of America produced far
more wheat and 1 pork and cotton
tha^ all the people of the nation
could possibly use. That is,-still

“We are face to face with the ne
cessity for planning our production
tofit the needs of all our people,
plus what we can reasonably ex
pect to export at a fair price. Be
yond that total volume, of course,

the maintenance as was approved.

camp would be in the county only,
to complete the improvement work.
I would be pleased to hear from
you further in regard to this mat-

! tablishment of a sub-camp in your
county, to build the towers, tower-
man’s houses and telephone lines,
which would be furnished free, and
are necessary for adequate forest
