W. Long, director of the Extension Service, who is this week holding district meetings: of county agents at Aiken "on Tuesday, Flor ence on Wednesday, and Spartan burg on Thursday to 1 consider pre liminary arrangements for the pro gram. Substantial decrease of gross cot ton production fqr, 1934, ,as a con tinuation of the effort to reduce the excessive surplus of American cotton, is the main objective of the new plan, ah outline of which Dr. Long has received from Washing ton. General principles of the / new cotton plan follow recommenda tions made at a series of confer ences held in the South on Septem ber 5, as well as subsequent con ferences with growers and others fnterested/in cotton. The plan ..will be directed by Cully A. Cobb, chief •f the cotton section of the Adjust ment Administration. County allotment associations, composed of those fanners who take part in the plan, will handle much of the local administration of the program. -The acreage to be planted for 1934 is to be determined and announced on or before Janu ary 1. It is expected that the total will be about 25 million acres, or around 50 per cent of the five-year average for the period from 1928 through 1932. Allocation of the acreage to states, counties, and individuals will be based on the five-year acre age averages. Rental artd benefit payments, the latter tending to give the grower parity price on the do mestically consumed proportion of bis crop, will be based on produc tion averages for the Jive-year per iod. These will be determined by the local control associations and ap-. proved by the Administration. Compensation for 1935 under the pian will be handled on the same basis as for 1934. Such reductions as may be required for 1935 will not exceed 25 per cent of the five-year average acreage. Preliminary work in preparing for the new cotton campaign is al ready under way under the direc tion of Mr' Cobb and the cotton section of the Administration, and it is expected that details of the plan will be announced in the near future. Organization work will be started in October, according to announcement. ) : X Pork Allotment For State Made Columbia, Sept. 22.—South Cat alina has been allotted a minimum ef 2,750,000 pounds of cured pork to be distributed by relief forces in the government’s movement to cut down the surplus of this commodi fy, Malcolm Miller, state relief ad ministrator, announced. Governor Blackwood signbd a req- aisition covering one-fourth of this amount, and Miller said that initial shipment was expected around October 7. He is now work ing on details of its distribution by the relief agencies. “This food,” Miller explained, “is a surplus that the agricultural ad justment administration has made available to the federal emergency relief administration to be given in addition to the Tegular relief. It is wot to be substituted for food that already is being provided by the relief dollar.” , “The desire of the relief admirv- irtration is that thus surplus be consumed so as not to depress the market price for this product.” AN ORDINANCE TO LEVY AN NUAL TAXES UPON THE TAX ABLE PROPERTY WITHIN THE TOWN OF . McCORMICK FOR THE PURPOSE OF MEETING CURRENT AND FISCAL EX PENSES AND TO PROVIDE FOR THE PAYMENT OF INTEREST ON OUTSTANDING BONDS OF THE TOWN OF McCORMICK AND TO PROVIDE SINKING FUND FOR THE RETIREMENT THEREOF. BE IT ORDAINED BY THE TOWN COUNQPL OF THE TOWN OF McCORMICK, McCORMICK COUNTY, SOUTH CAROLINA, IN REGULAR COUNCIL ASSEM BLED: SECTION 1. That a tax levy of Six (6) Mills on everv dollar’s worth of property, real and personal, not exempt by law. from taxation, sit uate and within the corporate lim its of the Town of McCormick, be and the same is hereby levied for (current purposes and to defray public expenses of the Town of Mc Cormick for the fiscal year ending October 31st, 1933, and to meet cur rent indebtedness contracted by said Town for general corporate purposes. ^ SECTION 2. That over and above and in addition to the levy, of Six (6) Mills as hereinabove provided in Section One of this Ordinance, a levy of Seven (7) Mills be and i* hereby made upon every dollar’s worth of property, real and person al. not exempt bv law from tax ation, situate and within the; cor porate limits of the Town of Mc Cormick, and the same is hereby levied for the purpose of raising taxes to meet the interest accruing on Thirty Thousand ($30,900.00) Dollars Town of McCormick Bonds issued and sold for the purpose of aiding the construction of public buildings of the County of McCor mick, and to create a sinking fund to be used in the retirement and payment of said bonds. SECTION 3. That over and above and in addition to the levy of Six (8) Mills and Seven (7) Mills, as hereinabove provided in Section One and Two respectively, of this Ordinance, a levy of Twenty-Nine (29) Mills be and is hereby made upon every dollar’s worth of prop erty, real and personal, not exempt by law from taxation, situate and within the corporate limits of the Town of McCormick, and the same is hereby levied for the purpose of raising taxes to meet the interest accruing on Twenty Eight Thou sand ($28,000.00) Dollars Electric Lighting Plant Bonds of the Town of McCormick dated July 1st, 1925, and .Fifty-Three Thousand ($53,- 000.00) Dollars Water Works Sys tem Bonds of the Town of McCor mick, dated July 1st, 1925, and For ty-Three Thousand ($43,000.00) Dollars Sewerage System Bonds of the Town of McCormick, dated Ju ly 1st, 1925, and to create a sinking fund to be used in the retirement and payment of said bonds. SECTION 4. That the Clerk and Treasurer of the Said Town shall enter said levies and assessments upon the books of the Town of Mc Cormick and receive said taxes. That the said taxes herein levied shall be paid to the said Clerk and Treasurer in lawful money of the United States at the office of the said Clerk and Treasurer on or be fore the first day of January, 1934. SECTION 5. That on all taxes and assessments, or any portion thereof, charged against any prop erty or party on the duplicate for the fiscal current year and due the Town of McCormick, S. C., that shall not be paid on or before the first day of January, 1934, the Town Clerk shall proceed to add a penalty of Five (5) per cent on the Town duplicate, and the Town Treasurer shall proceed to collect the same, and if the said taxes and penalties and assessments are not paid on or before the first day of February, 1934, an additional pen alty of Two (2) per cent shall be added by the Town Clerk on the Town Duplicate and the same col lected by the Town Treasurer, and if the said taxes and assessments are not paid on or before the thirty- first day of December, thereafter, the Town Clerk shall issue his tax executions for the said taxes, as sessments and penalties against the property of the defaulting tax payer according to law. SECTION 6. That all ordinances and parts of ordinances incorsis- tent with the provisions of this or dinance be and the same are here by repealed.
