SOUTH CAROJLINA IS OUT OF IT. Commission Appointed By Governor t0 Look Into Exhibit for St. Loutis Exposition Reports. Columbia CDor. News and CDourier. It now looks very miuch as if the State of South Carolina will be with. out a State exhibit at the St. Lonis Exposition. At the recent session of the Gene ral Assembly a bill wa passed ini the Senate providing for an appropria tion of $25,000 for an appropriate exhibit at the St. Louis Exposition The bill, after uassing the Senate failed in the llouse. After the (len eral Assembly adjourned there woer. frequent, and persistent ap)peals t< G1overnor Hoywardao a nd gt. exhibit from teis State, and it was urged that, as the State had gotten unexpeotedly nearly $90,000 through Senator Tillman, from the Federal Government, there might be a more general desire to have the exhibit at St. Louis. Governor Heyward, thereupon, took the matter up with the mem bers of the General Assembly and appointed a commission of fourteen I members to get things into shape. If it had been found that a majorily of the members favored an approp i ation of $25,000, Governor Hoy. ward would have felt authorized to have the commission go ahead with the work, and he would have felt disposed to arrange for a loan of $25. 000, with which the work could be pushed. He was anxious for the State to be represented at St. Louis and was energetic in his efforts to secure the desired co-operation, but be would, under no circumstances, made any obligation for the State, except with the express authority of a majority of the memberi, of both branches of the General AssemblY. Governor Heyward pushed the work as far as he could, and then the com missioners prosecuted it until a meet. ing in Columbia Thursday night, when a final report was sutm ted.
