One day last week when Secretary Shaw was dictating a letter to the Charles McCaul company of Phila delphia, which was complaining be. cause the contract for the construc tion of the new federal building in Cleveland had been awarded to a rival bidder, the door leading into his olice suddenly swung open, and there stood a man with a 11 calibre Colt's revolver in his hand. The weapon wis about a foot long, and was loaded with cartridges the size of a iman's thumb. The man's finger wits on the trigger, and he seemed ready for business.
