A. k5witzer, a wliite woman living near Roebuck, committed sui cide, by opeuting an artry in Irer leg with a razor, on Sauday morning. Sbe sent her cbildren to Snndty SohoAl, wrote a note to her husband, saying that life had been a failure to her and asking him to take care of her chil dren, and then went into an out house nearby and ended her life. She was of an excellent family and is re lated to a number of prominent peo ple in Spartauburg. She was 35 years of age and in the best of health. The Court of Sessions convened in Laurens yesterday with eight mur der cases on the docket. Three white men and eight negroes were killed in a race riot at 'Little ton, near Birmingham, Ala., Sunday night. The riot was caused by sev eral negroes attacking a white woman, and the refusal of the negroes in the community to deliver the assailants to a posse of white men. The ne groes have captured a powder maga zine, are strongly fortified, and are determined to resist all attempts at arrest. Further loss of life will probably result. Jamos Yonng*r, one of the famous Younger brothers, Pod a compatriot of Jesse James, committed suicide in St. Paul, Minn., on Sunday by shooting. Younger was paroled from the Stillwater penitentiary wbere he and his brother Coleman were serving life sentences for par ticipation in the Norfolk bank raid in 1876. Since his parole he had led an exemplary life. He left a letter to the press giving as a reason for his act despondency over con tinued ill health. It appeatrs that he was in love with a lady whose folks objected to their marrying. A VERY RUDF. B 'RKEEPER.. Mrs. Carrie Nation arrivee in Au stin, Texas, on last Thursday and attempted to take charge of a saloon en 5th street and Congress avenue, and landed in the gutter as result. A)derinan Bill Davis, proprietor of the place, was present at the time and the reformer immediately turned her attention to him, but before she had proceeded .far in her abuse of saloon men and their occupation. Alderman Davis asked the visitor who she was and commanded her to leav the place. "I am Carrie Nation, sir," said F~. she, "and was never known to leave a saloon hell until I got good and ready." "I am sorry, Carrie," replied the proprietor,"- "but it makes no differ enee who you are; one of us has gut to go out." J Notice is hereby given that the general -lection for State and County officers will >e held at the voting precincts prescribed >y law in said County, on Tuesday, No wvumber 4, 1902, said day being Tuesday ollowing the first Monday in November, is prescribed by law. At the said election a separate box will )e provided, at which qualified electors vill vote upon the adoption or rejection >f an amendment to the State Constitu ion as provided in the following Joint Pesolution. A Joint Resolution Proposing to Amend Section II. of Article VII. of the Con stitution of 1895, Relating to Counties and County Government. SECTION 1. Be it resolved by the Gene ral Assembly of the State of South Caro lina: That the following amendment to -ection II., Article VII., of tLe Constitu tion, be agreed to: add to the end thereof he following words: that this section shall not apply to the following townships in the following Counties: Dunklin and Oaklawn in the County of Greenville; the townships of Cokesbury, Ninety-Six and Cooper in the County of Greenwood; Sul livan Township in the County of Laurens; Huiett and Pine Grove in the County of Saluda. That the corporate existence of said townships be, and the same is here by, destroyed and all officers under said townships are abolished and all corporate agents removed. SEC. 2. But the question of adopting this amendment shad be submitted at the next general election to the electors as follows: Those in favor of the amend ment shall deposit a ballot with the fol lowing words plainly printed or written thereon. "Constitutional amendment of Section Eleven of Article Seven of the Ccnstitution, relating to Counties and Ccunty Government, Yes." Those op pcsed to said amendment shall cast a bal lo- with the following words plainly printed or written thereon: "Constitu tional amendment of Section Eleven of Article VII of the Constitution, relating to Counties and County Government, No " Approved the 28th day of February, A. D. 1902. SE C. 7. There shall be separate and dis tinct ballots and boxes at this election for the following officers, to wit: i. Gov ernor and Lieutenant -Governor 2 Other State officers. 3. State Senator. 4. Mem bers of the House of Representatives. 5. County officers. On which shall be the name or names of the person or persons voted for as such officers, respectively, and the office for which they are voted. Before the hour fixed for opening the polls Managers and Clerks must take and subscrit:e the Constitutional oath. The Chairman of the Board of Managers can administer the oath to the other Man agers and to the Clerk; a Notary Public must administer the oath to the Chair man. The Managers elect their Chair man and Clerk. Polls at each voting place must be opened at 7 o'clock a. m. and closed at 4 o'clock p. m , except in the city of Charlestor., where they shall be opened at 7 a m. and closed at 6 p. m. 'l he Managers have the power to fill a vacancy,,.and if none of the Managers at tend the citizens can appoint from among the qualified voters the Managers, who, after being sworn, can conduct the elec tion. A t the close of the election, the Man agers and Clerk must proceed publicly to open the ballot boxes and count the bal lots therein, and continue without ad journment until the same is completed, and make a statement of the result for each office and sign the same Within three days thereafter, the Chair man of the Board. or some one designated by the Board, must deliver to the Com missioners of Election the poll list, the boxes containing the ballots and written statements of the result of the election.
