The business of the criminal couri was brought to a close Wednesday af ternoon, and after the issuance of few special orders by His Honor, Judg( Watts, the court was adjourned. The following cases were disposed ol Wednesday: State vs. Charley Bradley-rape an< assault with intent to ravish - no prossed as to first count. Plead guilt3 on second count. Sentence - eigh1 months on county chain gang. In the case of the State vs. Elijal Edwards, Thomas Gary, Isaiah San ders, Viola Edwards and Manus Ruff charged with the murder of Butler Ki nard, the grand jury found no bill as t< the four last named, and they were re leased from custody. They were re quired to give bond, however, to ap pear as witnesses at the next term o: court. Elijah Edwards, who, it is sup posed did the killing, is still at large. GRAND JURY'S PRESENTMENT. To His Honor, R. C. Watts, Presidin; Judge: We, the Grand Jury most respectful ly submit the following report, viz. That we have carefully considered anm acted upon all bills of indictment hand ed to us by the Solicitor. That com mittees were appointed at the las term of court to examine the count: offices, and report as follows: Exami nation was made of Treasurer's office vouchers were checked and found cor rect, books kept nicely and office ii good fix and nicely arranged. Auditor' books were found kept very neat an in such a way that it was a pleasure t< see the work done in such a manner The Sheriff's office and books . were found in good shape and arranged il such a manner that everything can b seen and examined easily. The Super intendent of Education's office was ex amined and vouchers checked and al school funds accounted for. Tb Supervisor's office and papers were ex amnined and checked off with the Treas urer's books and found correct. W< .found the books of the Clerk of Court Master and Judge of Probate all neatl: kept, and to the best of our knowledg< * are correct. The Dispensaries at Newberry ani -Prosperity were examined, finding th - financial part of them correct, a] * ~ moneys being accounted for. In som' respects we find the law not being com plied with, viz.: That the requests fo liquor is not signed by parties filmn same, but by the dispenser. We fin< that this is the case at both Newberr: and Prosperity. This is a violation o the law-see section 10, page 132, act of 1896, and we recommend that prope steps be taken to adjust matters. W< find that in turning over the request to the Auditor, that the law require an oath be taken that no liquor ha been sold except' as the requests turne< over shows, section 12, page 133, act 1896; .this has not been done, and wi recommend that the law be carried ou in this respect. We find that both see tions 10 and 12 have been utterly ig nored. All Magistrates' books have been ex amnined except those of W. C. Sligh J. H. Williams and Frank W. Fant who failed to appear after notice wa given through both papers of the coun ty. Magistrate Sligh reports that h< has no docket book, but has made ap plication repeatedly for one. We fin< only two certificates of appointment o: constables by the magistrates, which i: required, viz: Magistrates Ropp an< Williams having the same constable We find nothing to show that Magis trates Counts and Ellisor have ap pointed constables. We find that bonda of some constables have been misplaced but duplicates have been fnrnishe< during court. We also find that C. G Blease, a minor, has filed bond and i acting ec~sable for Magistrate Chap uell. We found bonds of all county officers recorded and sufficiently strong. We find the Coroner's books arn properly kept. We find that there is need of anothey house at the County Home so that the inmates of the different sexes can b kept separate. All inmates seem to be satisfied as could be reasonably ex pected. We beg to call the attention of the court to the fact that the drain at the "cut off,'' near Saluda Old Town, has never been opened by the Southern Railroad, also that a drain at Pomaria, between the embankment and trestle of the Southern Railroad has never been opened. We recommend that these be attended to at once. We also notice that needed repairs .on jail have not been made, as was recommended by us at April term of court. We recommend ttat Mr. Charlton Cromer be allowed pay for the care and board of one Miss Ann Gary, n~ invalid 84) years old. We desire to condemn the act of our County Coroner in allowing or ordering the body of one Jerry Barksdale, the negro supposed to have been murdered near Whitmire, S. C., to be buried w ithu a cofn;m the said body simply being put in a shallow grave with a bag covering the body and then dirt to fill 1 the grave.
