Pt ~rald antl COLUMBIA LETEB.. Columbia, January 9.-It, is now only a few days before the legislators will be here. The building is still in a some E what confused and torn up state The scaffolding is in the corridor up stairs, and the interior of the dome is not fin ished. However, the contractor says he will have everything cleared out by the meeting of the Legislature., The steps on the front are about complete, and the building is beginning to look very handsome. It will take some $10, 000 to $20,000 to fix up the terrace and beautify and clean up the grounds of the Capitol, and when this work is done and the State house completed, we will have one of the handsomest buildings and the loveliest grounds of any State in the Union. ** Mr. Fred 8chumpert, the Sergeant at-Arms of the Senate, has been here for several days putting the Senate chamber in order for the Senators. The - Governor has completed his message and the manuscript is now in the hands of the State printer. It will be presented to the Legislature next Tuesday, and will not be made public until that time. * * The other State officials are busy with their annual reports, and many of them have already been turned over to the liate printer, and the work of printing these reports is further ad vanced than for several years. The Legislature meets this year the latest In the month that it is possible under the time fixed. The second Tuesday could not come later than the 14th. My old friend Judge J. Fuller Lyon, of Abbeville, has aeoepted a position in the office of the State Treasurer, and has moved his family to Columbia and - assumed the duties of his office. He takes the place formerly held by Mr. Zimmerman. * The Elk's Club of this city will give an Elk's circus in the opera house on next Tuesday evening. This is going to-bd a very unique affair, and those who love fun will have it on this oc casidn. Beats are already on sale and the demand is very great. e,* The State board of directors of the dispensary are in session this week The dispensary got along very smoothly last year, but there seems to be quite a number of candidates for position on N the board. In fact the indications are Ihrt there will be more candidates for this position than any other in the gifL of~the Legislature. The salary is only $400 and mileage to attend the meet ings.- According to the report of the board there is over $600,000 of the profits to the credit of the school fund, but it is available very slowly as it is used for commercial capital. THE TELEPHONE SITUATION. The Ulty Council Saonds by Its Former Action and Receives the Petition From Certain Citizens as Imfor matlon. The petition circulated among ot citizens by a representative of the Souti er Bell Telephone Company, and sigm by many, petitioning the council t grant the Bell Telephone Company a unrestricted franchise to come into Nea berry, was presented to the city counc on Tuesday night.
