L H. LULL, KDToR THE LEGISLATURE. The legislature will meet on Tuesday the14th. This is an important session, inasmuch as It Is the last session of the present legislature. Probably one of i he most interesting and most impor t ant questions which will, be brought up will be that of child labor, which was brought over from the last session. Another important matter which should have the attention of the legis 3ature is the question of redistricting. There no longer remains any necessity for our congressional districts to be cut up like they are. The emergency which brought about this condition is no longer an issue in this Stute and the legislature should so red'strict the State as to make the districts com pact and contiguous, as required by an Act of the last Congress. It is hardly probable. that the dis pensary will cause much discussion, as everything seems to be moving along as smoothly with it as possible and there can no longer be any doubt that a majority of our people favor the sys tem and very little good can come of a continuation of the fight against it. An election will be had for the mem bers of the Board of Directors of the dispensary and also for the State Com missioner. There are several candi dates for a position on the board but it Is hardly probable that there will be any change either in the board or in the office of commissioner. Two eircuit judges are to be elected, one from the first circuiL and one from the 4th circuit. There are two candidates from the first circuit, one frzim Charleston and one from Orange burg and three or four from the other circuit. These elections should be go4e rid of as early-in the session as possible. The legislature should at all times be earetWl and economical In its appropria ions but the condition of affairs in this State at present makes it very impor tant that the treasury should be very carefully guarded. The editor of the Herald and News will be in Columbia during the session and will endeavor to send a letter for each issue covering the work of the session with such comments as may seem to him proper to be made. As us ual, we will keep our readers post4d on everything that takes place. PROVINO WHAT IS NOT DENIED. The Observer takes -a column to prove that the Charleston Exposition was not ready and that the exhibits were not all up when the Press Associ -ation went there on the 12th. - Nobody - has controverted that position. The only criticism The Herald and News had to make of what the Observer said was that it Intimated that the editors who visited the Exposition were Im posing on the people by urging "them to go to see the Exposition before It Is * ready to be seen." We proved, we think, to the satisfaction of any impar K. tial critic, that In- our write-up of the Exposition there was nothing mislead ileg along this line, and, therefore, there could have been no "Imposition on the people," for we stated in several portions of the article that at that time the Exposition was not complete. And we do not think anybody who read the article was fooled. And If the editor of the Observer read the reports by other contemporaries who were at the -Press meeting he must admit they all stated that the exposition was not ready In its completenese. We can, howeve~r, see no .good to come to the Observer, the people who read it, or the Exposition, by continu inlg to try to prove that the.Exposition * was not ready when it was opened. Nobody has said it was, and nobody has claimed it was. In regard to the Observer opposing the appropriation by the Legislature, we have not its files at hand, but our recollection is that not many issues back, when the Observer advertised that the Newberry County exhibit was going to fail, the editor of the Ob server expressed the opinion that he had thought from 'e first that this appropriation by the Legislature was unconstitutional, and, therefore, we supposed he hid opposed it from the beginning, because we thought it hardly probable that he would advo cate what he considered an unconstitu tional appropriation. We recall now, however, that at the time the appropri ation was made the editor of the Ob server was editing the Greenville News and, therefore, co~uld not have opposed the appropriation in the Observer as eiitor. Whether or not he opposed It in the Greenville News we do not re call. But that now is a dead issue, and if the editor of the Observer says he favored this appropriation we are wil ling to take his statement. We notice from a statement from the State Treasurer that not more than one -tenth of the State taxes have been paid. This makes it necessary for the State td borrow money to meet the interest on the public debt. Even with the peo ple expecting an extension of time for payment of taxes it has been a good many years since so small a percentage of the taxes were paid by the end of the year. If this is an indication of the conditions in this State It is going to be very important that every one shall be careful and economical during this year. They people of this county are in very chbetter condition, however, than re the people of many of the other ennonties of the State. NO ODIUM INTENDED. We are surprised that our compla cent cotemporary should think for a moment that The Herald and News indulged "in grand airs of a superior ity," because we are sure that The Herald and News has always been and is now a very modest newspaper and never claims half what it does. We hav, always led in the advocacy of any enterprise which we thought was for the benefit of the town or the county, and never waited until popular senti ment had turned in its favor and then rushed in to alvocate it after success was assured and claimed that "me and Betsy killed the bear." And neither has the editor of this paper been the beneficiary of any of these enterprises. We do not see anything in the quota tion which the Observer makes from which the conclusion could be drawn that we ever intimated a lack of confi dence on the part of the people in that newspaper. If it is considered "bump tious" by our cotemporary for a news paper to serve the community in which it is published, and at all times to ad vocate these things which we conceive to be for the material advancement of the community and the best interests of the people, then we are willing to be dubbed "bumptious." We have had in a modern second hand press for several years and have from time to time bought new type and have been running our presses with power but we haven't constantly told the public of it, because we have felt that it was for our own interest, as well as for the interest bf the public, to fit up our office for first-class work. We have tried to dwell in peace with our brethren, and it is our desire to do so in the future. It was not our purpose to make "odi ous comparisons," and in fact we do not see where we made any compari sons at all, and our cotemporary is get ting too sensitive. As it nears its ma jyrity it should put away childish things and not call its cotemporarles ugly names. THE PHANTOM BALL. During the First Part of the Evening a Ghostly Affair and During the Lat ter Half One of Beauty. On Wedenesday evening was given in tht Armr)ry a masquerade phantom ball, something that has not been seen in Newberry for a long time. This ball was arranged and given by Mrs. M. E. Evans and was a complete success and a most pleasant occasion. During the first part of the evening, while the masks and long, flowing white robes were worn, it was a ghostly looking affair and there was fun galore. The ladies could not be distinguish ed from the gentlemen, nor the gentle meu from the ladies. Each looked like a spectre at, times gliding around in a silence, solemn and profound, and at other times, with voice disguised seeking to discover whether the partner were a lady or a gentleman. About 12 o'clock the masks were dis carded and the scene was changed. Where before had been glidiLg around ghostly figures, the sight of which almost made the blood run cold, were now beautiful ladies, in the most lovely cos tumes,and gallant gentlemen, all togeth er making a scene of beauty. It seemed as if one had suddenly been transported from the chill regions of the 'north into delightful climes, from the darkness into the sunlighi. There were about thiirty-five couples in attendance who took part in the ger man. The german was gracefully led by Mr. 3. C. Wilson.
