At. 11.40 last night, after the son ,to conferoes on the river and harbor bill has reported a disagreomont, Senator Carter began his speech. Ite denounced it as viciots and per .icious legislation. Shortly before 5' o'clock Mr. Alli Aon submitted a further disagroo mont on the sundr) civil bill, the item in contention being the appro priation for the tbroo expositious. Prom this the santto receded, and Ihlon passed th St. Louis exposition hill. Mr. Tillman, who has chamn pioned the appropriation for Char loston througbout the session, made a final appeal to the senato to save the Charleston item, but he realizoc that the Missouri Sonators were morc poworful han li By a vote of 3' to 10 the sonate receded from the Charleston appropriation and t.o bill was passed. Mr. Carter resumed his speech, finally announcing at (1.3~ that it was his intention not to permit the river and harbor bill to become a law. Ho yielded the floor only after the vice president's ceremony had begun. WiiERX CHARLESTON LOST. From 10.30 last night the sonate remained in continuous session. The most interesting feature of the sos sion was its receding from its amend. mont to the sundry civil bill provid ing for three expositions, giving, $5,000,000 to St. Lonis, $500,000 to Buffalo and $250,000 to Charleston, S. C. Without division the motion of. Senator Allison to recede was agreed to. Then the senato recoded the Charleston amendment ...e St. Louis exposition bill v.mch had passed the house as i soparato monsuro. This action pas od the bill appropriating $5,000,00( for St. Louis. Though suffering fron ill health, Senator Vost of Missour had remained in the senate all nigh to battle for this e:rposition appro priation. HIe said it was not fair t< make St. Louis suffer because th< house would not make an appropria -tion for thle exposition in South Care Ilina. nEN wAs MAD. " Senator Tillman showed deep feel a ing.
