Section 2. That th: Stat o Board of Control is hereby abolished. Section 3. A board, conlsisting of three members, to be known as the board of directors of the State dis pensary,'is horeby estal)lished, Vl so duties and powers shall be herein after defined. The members of said board shall bo men of good moral claracl or, not addicted to the use of intoxicating liquor as a beverage, and shall b elected by the U etc'ral As. sembly in joint session, as follows: The citirman of the board shall ho first elected and then sllttll bo elected the two remailing menmbers. Ihe term of offico of the members of said board shall be for two your, unless soonor removed by the Governor; they shall qualify and hu commnis si.ned in the sameot maniir as other State oflicers. In the evrnt of a va cancy on said board, by dea'ith, resig nation or otherwise, such vacancy shall be filled by appointmenat by the Governor until the next se'ssion of the General Assomubly, when an election shell ho held to fill said va canicy for the inoxpire'd t erm.
