Slow Progreas of the Work at ilte Hague Cotfereaco Tho Hague, June 20.-The Bris soln Conferenco sub committee of the 1riternat ional Peaco Conference con voned to-day, Prof. Do Martens, of the Russian delegation, presiding. The draughting committeo's report wai amended -in regard to the award Ing greater protection to neutral tates, defining the rights of civil populations to organizo for resist ancei, and the rights of armies Its to ward armed civilians. Ten cbinss of the report wore a1dopted. The report of the sub-committee will now ho presented to the Confor ence and it is believed that nearly all the Powers will adopt the new articles as a ba-is of instructions for armies when entering the field. The Geneva Convention committee hold a plenary session to-day t3 con sider tho report, of its siub commit. teog. The plenary conferenco met to adopt t1hose additional articles, and fappointed a comhiitteo to draw up a general act, embodying the report of the Geneva Convention's action. This is the first definitO result of the conference. The Amorican delegates consider that some additions wore necessari to cover cert iin Omissions in the text. These addiions will be left for the Powers to consider; but whether they are adopted or not they do not affect the ten articles passed to day. Thn Americans also made a formal demand for the exemption of private properly at sea from capturo in time or war. This tistion was not in cluded in the circular of Count. Mur avintf and ity possibly be ruled out of order. If, however, a discussion should be allow(d the exemption would probnbly he supported by it miajority mainly composed of the sailler Powers.
