The meeting appointed for the con grossional Oandidatos to address the people of Newberry was hold in the opera houst, last night, and considering the rain, the attendance was faily well -about 2.50 being present, a few ladies being in the audience. The meeting was uneventtiul and the speeches were good and pitced on a high plani. Mr. Latimer was severo and rather personal in his criticisms of Mr. Johnstone and his past record in Congres. The meeting was presided over by County ChaimIlan Hardy, who asked that Vach speaker be accordod ia respect fat and attentiye heariag, stating that each would be allowed only 30 milnutem in which to speak. lie introduced as the flest speaker, IION. J. E. 11000S, OF PICYINS. Mr. Boggs began by stating that he was almost in a stage fight, not being accustomed to speaking in such alargo and elegant hall and hardly knew what to say. He thought that the chair man would have announced that he was a candidate for Congress, but sup pose he forgot it and hoped that the people would not forget it next Tues day. If I was not a candidate I would not speak here tonight. Nothing draws like a free show, while I do not know what my opponent1 hav( gotten out of this thing yet, I can say thatso far with me it has been free. Few Issues can he discussed In 30 minutes, but I suppose you would like to know why I Want, to go to Congress. Mr. Johnstone Is a Newberry 1m11n and you hatve honomd him great,ly-and Pickens has honored him also. But, I have heal d of a play-never saw it-called "Too much .Johnson," and if you keep on you might get too much Johnstone. Mr. Latimer has been in Congress six yea's. I told a man the other day who Inquired about hin that ho was large, fat and good looking since he had been up there and the fellow said yes and before he went there he had to walk twice In the same place to make a shadow. Congres has helped him wondurfully. The greatest gift that this (istrict can confer on any man is to send him to Congress. le, Latimer, is all smiles now, but when he gets ip to speak his face gets as long as a horse collar and he tells the people how he has sent seed over the district -but never t( !Is them that they are their s-31d. I tell you now that I am jstt as "seedy" as he is. He li a In t1roduced a bill on t,he seed question that I like-I am in love with-and if he or I are elected the seed business will thrive. There is a special reason why I should go to Congress. At, out set of this campaign Latimer said to me: "Boggs if you are nominated for Congress and you will come to Wash ington during my expiring session, I will int, roduce you to all I know, carry you around t.o alil the departmcnts and p)ut you onto the rop)es-do all I can to help you." I told 1dm I was an apt scholar, and now If you elect, me you wvill have the best equipped Congress aman this district ever had-you will have4JJie advantage of all Latimer knows and all Boggs can find out--two in one. Biot,h of my op)ponents want to go back to Congress-that's going back ward-send me and It will be going for ward. B3oth of these men say you ought, to semnd a farmer to Congress. I venm ture the iassertion that I have lost at much money as eit,ber of them farming. I do not, want, to at,t,ack Mr. Latimer's record, he's my friend. I have p)Itched this campelgn on a high plane and if [ have to get, this ofilce by t,raducing him I will not go to Congress. Bot,h are mny friends-t,here are~ thinlgs more sacired to iry heart than the emolument,s of ole. The time has come when ques t,ions t,o be0 consIdered by the nat, ional legislature are new-far beyond any th ing that, has yet presented itself to Ainerica. We plunged ourselves into a war iand are making history. W.ant outsidle the constitution to have war with Spain; p iose I an iniquitous war revenue bill; and many quest.ions will confront us as a result wvhich will re qluire muoch to be met successfully. The Northern soldier Is side by side with the Southern soldiers and wve are one peole cemented wilth the blood of brothers, and we will be swept on to a final success of which nothing but his tory caii tell. I sam running for Con gress. P.' a laudiable ambition. One that surprises both of my opponent,s. Pickens county sends greetings to New berry and asks you to help her son. She has helped both of my opponent,s in the past. Pickens county is the on. ly county that has had nothing since the war. I have had to tell my olppo nents that I was running for Congre.ss iand I will show themi by the time the race Is over that I can run somne too. The next, speaker introduced was. IION. GIC5O. JOiINSTrONi0, OF NI5WHICICItY. Mr. Johinstone was received with ap platuse and began by. stating th)at he would not attack t,he record .of his op p)onent. Hie spoke In part as follows: It Is now soniio cig h tyears since New berry County, In upwards of 40 years, was accordled a representative in the National Legislat, ure of this countr'y. Hie was scarcely warm in his seat., after frequently being called to the Speak er's chair and taken into the councils of the leaders of the Democratic part,y; scarcely givenx time to look around and see what measures would be for the in terests of his people and district; and familiarizn hilmanlf wit;h his surrondn Ings, before lie was swept, out and New berry County left In the lurch. That man stands here tonight- a Newberry man before Newberry people-asking you to solid him back to the place from which, It is the proudest thought of my life to know, that they did not retire m. ,I come tonight as a candidate, but not to speak of myself-as individ uals blot us from the face of the earth. What concerns you is the interests of the country and the peopl . It is now more than 20 years since you called me forth and asked Ine to guard your in torests and help in wrenching this coun try from the hands of the alien and ne gro. atd in all my life I have never. put self b0fo0 the int*rest,s %f my count,ry. Tito past, should reiain in tue past we are to live in the future. What, are our interests in the prese.snt and future? We have just emerged from a success fil war, which is the initial of a seriei of wars, for which a war neasuI.e has been passed to meet its demands that is a Iurdeii on the poor of our country. Tile poor man has to pay 2 cents to draw one dollar of ha is money from the bank whil.e tho millionaire has to pay only 2 cents to draw his millions. This should be.reniid led. A static commerce should be translerred from Notther toSouth ern ports thirough the Nicaraugan ca nal-inaking the Southorti ports 3,500 miles nearer than England. The prac tical view of all questions is the best. An important question is the financial issue. Our currency should be elastic. It should expand and contract. What does a man in Washington know what it takes to run the enterprises, etc., here in Newberry? A system of State banks should be devised, allowed to is sue a circulation equal to demand. This war has brought a new situa tion upon the people of AmeriCa. I will not. s1y with Mr. BoggS tha', we will have to camp outside the co: - stitution to meet the situation. W must reilainl within its limits or ameid the const!tution. It brings us face to face with many questions which has to be met and wisely determined. My life ha* been spent atnong you. What it has been you all know. What i would have it been you do not know but it has fallen far short of what I desired. I can and will say that through my career, whatever thought I have had, I have endeavored to be a patriot. I have an ambition which I express here frankly tonight.. and, that is to serve you in the National House of Representatives whire I shall ever guard the interests and wel fare of the people Mr. Johnstone's speech was one of the best of the cam paign and uhis synovosis does not, do it. justice. 1ION. A. C. LA'TUMiH, OF' ANDERSON, was the last speaker Introrluced aid his speech in the main was an attack on M r. .1 oInst, one and an cx planation of what he had done in Congress. He spoke in substance as follows: I have been in Congress lIve years and have met you people only a few times. It Is incumbent upon me to show you that I am competent to fill this olice. You have watched my record for the p)ast, few years, and if you he lieve that either of my opponents can better serve you, it is your dulty to send him there. I do not claim to have the experienee that eit,her of them has had. I ask you to t,ake the record of Mr. Johnstone for t,he t,wo years lie wvas there and show mne what he did--what b)ills he introduced to benclit, the peo ple of t,he third district. I have brough t. into th is district s'nce my elec 1. on to Congress $223,000. What did he bt ing in? All lie told you he dlid was that, lie was called a few t,imes to 1 lie Speakers chair. That is not.,worth the snap of your finger. I have been offered that several times. That, is onily a court.esy.shown when the Speak er desIres to dtep) aside and smoke a cigar. What, you want, is results. Hec was born and reared here and ought. to have known that Newbeiry College was destroyed or damaged by Federal soldiers, and that the government was paying like claims to other instditutions. Did he int, roduce a bill asking for t,he $15,000 for Newberry College? I went. in there without exp)erienlce, intro duced a bill for this money andi suc ceeded in get, ting it through the 54t,h Congress. I knew nothing of paLying a lobby 1st, any part, of it, until af ter t,he bill had passed and t,hey sent to me1 to get the money and send it here. I in troduced a bill to compel railroads in the hands of receivers to pay taxes the same as individuals and not.,allow t,hem sp)ecial priviiedges-and its law. In dollars and cents I have b'rought int,o my distriet or Stat.e, $223,000; estabi lishedTh new postolfices and 40 post,al routes-and all dlone since Grover Cleveland went. out, &f office. Your former represent, ative, aft,er being de feated by a maority of 1,300, went to Washington, andl termed mec a Popu list-had me blacklistcd-whieh it, took mme four years t,o outlive. Was he then working for his interests or yours? St,okes and I int, roduced a bill for ru ral free mail delivery. I introduced a bIll to have seed grown at, our expe imental stati ons--Clemnson Vol lege so as to be suItable to the different climat,es, and give t,hema the franking p)rivileges. I int, roduced a bill1 to give to the original 13 States their pr'o ratn of public lands for school p)urposes one and a quarter million acres. My course has -cen along the line of thc interests of my constituent,s. If you are satisfied wit,h my r'ecord, vote fot me, but, if you think I am not worthy. I don't want it. I have observed, aftex a can vass of the district, that on tho 310th the peCople of my distrIct will sent me back to Congress. It, appears to me, from letters I have received fron different. parts of this count,y that the Lutheran nnonJl W,ant.t in hm ,.hou appreciation of my sorvices by voting for tun on the 30th, but I want, to tell them1 that I did what, I Ihought Was mly duty.
