The first County convention held in the State in response to the call of Capt. Shell, to consider the election of delegates to the State Convention called for March 1ith, was at Sumter on last Saturday. It was decidedly against the March convention, but elected delegates to oppose nominations for State officers, and if it were deter mined to make nominations to with draw from the convention. County Conventions were held in the following counties on Monday, with the following results: The delegates froti Abbeville, Barn well, Oconee and Florence go instructed to vbte against nominations. The delegates from Laurens, Edge field and Marlboro go instructed to ad vocate nominations, and endorse B. R. Tillnman for Governor. The delegates from Greenville, Mar ion, Fairfield, Clarendon, Colleton, Union, Aiken, Lexington, Chester, York and Anderson go to the conveu tion uninstructed. Beaufort, Hampton, Pickens, Horry and possibly some of the other counties will send no delegates at all. Darlington, Newberry and possibly some of the other counties will hold their conventions later. These divisions as to expression of sentiment in the various counties are made up from the daily papers of Monday, and cover nearly the entire State. In some of the counties where the delegates are :not instructed there is division of opinion among the dele gates themselves as to the wisdom of making nominations at the March Convention. Taking the counties as a whole, however, in which conventions have been held, one would conclude that no nominations will be made by the March Convention. We believe the farmers of Newberry, even those Who fayor the holding of a March Con vention by the farmers, are opposed to making nominations. We would judge from the fact that Capt. Tillman is chairman of the dele gation from Edgefield, and that he was present in the County convention of E.dgefield which passed resolutions en dorsing him for Governor and in structing its delegates to vote for him for Governor, that he is now fairly in the race for that office. But we have no idea that any nomi nations will be made at the March Convention unless it is very poorly attended. MUNICIPAL POLTrCS. The time is drawing near for the elec tion of Mayor and . Aldermen of the -Town off Newberry. We understand that Mayor Cromer w ill not be a candidate for re-election. He has served the town for several terms faithfully and well. It is getting -time for the citizens to begin to think of his successor. -We should have an active an d pro gressive man for mayor if our town is to keep pace with the other towns of the State. We have no ticket to put forward, but we have one suggestion that we desire to venture as to the time of hold ing the meeting for making nomina tions. It is this, that said meeting be held at night instead of in the after noon, so as to give an opportunity to all persons to attend. M1any clerks and men who work for wages cannot get off during the day and yet would like to have a voice in making the nomina tions, and it is but justice to them that they should be allowed this privilege. 'Then it is generally a difficult mat ter to gret much of a turnout to a citi zen's meeting anyway and, possibly, if we could have the meeting called at night we could get a better attend ance. Let the nmatter be discussed and talked over before the nomzinations are mnade. THE RATE OF INTEREsT. By an Act of the last Legislature the law in regard to the rate of interest was so amended that no higher rate than eight per cent. per annum shall be charged for the hiring of money. the legal rate remaining seven per cent. except upon special agreement. The lawv did not take effect until the first of MIarch, 1S90. The following is a copy of the law in question: "No greater rate of interest than sev en per centum per annum shall be charged, takeni, agreed upon, or allowved uponi an contract arising in this State, for the hiring, lending or use of money or other commodity except upon wvrit ten c~ontracts wnerein, by express agree mt a rate of interest not exceeding eight per cenit. my be charged. Ya petrsonI or corporation lending or ad vancing mniey or other comnmodity upna greater rate of interest shall be allowed to recover in any Court of this -State any portion of the interest so un lawf-ully charged: aind the principal sunm, atimut o'r value so lent or ad vaniced, wit hout any interest, shall he deenmedt and taken by the Courts of this State to be the true legal debt or meas ure of damage to all intents and pur poses what soever, to be recovered w ith out cost-: P'rovided, That the provis ions of this Act shall not apply to con tracts or agreemlents entered into, or discounts or arrangements made. prior to the tirst of Mtarch, 189i0." STILL ANOTHER RAILROAD. A Strovg Company Organized to Build the Carolina Southern-Other Hnppen inas. [Special to Sunday News.] CoLU3IIA, March 1.-The officers elected at last night's meeting of the stockholders of the Carolina Southern Railroad are as follows: President, W. G. Childs, Columbia; secretary and treasurer, T. H. Gibbes, Columbia; attorney, J. S. Muller, Columbia; direc tors, Dr. James Woodrow, W. A. Clark, W. H. Lyles, Andrew Crawford, John '. Sloan, Jr. L. 1). Childs, Willie Jones, .1. S. Muller and T. H. Gibbes, of Co lumbia, and .E. C. Moseley, of Pros perity. Wi Moucure, superintendent of the Palmetto Railroad, was elected chief engineer. A corps of engineers is now being organized for the surveys, and work on the line will begin as soon as the route can be definitely lo cated. Ten per cent of capital stock subscribed, which stock is over $50,000, was paid in. As the Bureau has previously stated, this will run from Clieraw to Sumter or some point near that city; will be controlled by railroad capitalists, who are only now entering tue State, and will form one link of a new short line to Florida. It will connect at Cheraw with the Palmetto Railroad, a line running from Hamlet, N. C., to Che raW, and will use the terminal facilities of that road in Cheraw. President Childs states that the road will not injure either Columbia or Charleston; that it will secure a Char lecton connection, either by the Char leston, Sumter and Northern or by eflecting a junction with the Camden branch of the South Carolina Rail way. IL is impossible to ascertain who are the railroad men back of the enterprise, but it is probable that the Robinson Seaboard Air Line is in some way be hind it. The principal owner of the Palmetto Road, with which it will have close relations, is a near relative of John M. Robinson,. whose Georgia, Carolina and Northern Railroad is now pushing across the State to the West. THE BIRTH OF SPRING. A Cold Wave Ushers in the New Season of Joyous Spring. a\S nI NGTON, March 1.-The signal office furnishes the following special bulletin to the press: Temperature reports this morning show that for the opening day of spring the temperatures are the lowest ever known from New Orleans, La, to Brownsville, Texas while freezing temperatures prevail northward to Keokuk and Des Moines, where a temperature of minus S* was reported. Temperatures over Louisiana, Ar kansas and Eastern Texas range from 4 degrees to 13 degrees lower than ever before. The line of the lowest tempera ture ever known for this period of the year has moved eastward about five hundred miles, and severe frosts have already occurred in Georgia. It is remarkable that the first day of spring shows along the Gulf coast from Western Florida to Southern Texas colder weather than has been known for the entire winter, and similar con ditions will doubtless obtain for to night and Sunday from the northern half of Florida and M1aryland and possibly to Pennsylvania. Tempera tures of seasonable warmth cannot be looked for in the A tlantic States before Tuesday. THE BEAUTIFUL SNOW. PETERSBURG, Va., Mfarch 1-~This city wa visited to-day by one of the heaviest snow storms ever seen here, but as the snow was preceded by rain the flakes melted after touching the ground. Still it is snowing to-night. A some points along the Norfolk and Western Railroad, west of here, snow has been falling all day. THE FIRST OE REAL WINTER. KNOXVILLE, Tenn, March 1.-At 7 o'clock to-night the mercury stood at 22 and it is growing colder. TIhis is the lowest by 40 this winter. SNOW AT DANVILLE. DANVILLE, Va., MIarch 1.-Snow began falling here this morning and is still falling to-night. MIost of it melts, however, as it falls. SNOW IN SAVANNAH. SAVANNAH, Ga., MIarch 2.-The first hard freeze of the winter occurred here this morning. Ice formed and vegeta tion was killed. The damage to truck crops cannot be estimated yet. Light snow fell in the forenoon, the first for many years. A NOVELTY FOR C'HARLESTON. CHARLESTON, S. C., MIarch 2--I snowed here for three hours this morn ing. The snow melted as.it fell, how ever, and the sun shone at 5 I*. 31. A FREEZE IN FLORIDA. ST. AUGUTSTINE. Fla., MIarch 2.-The thermometer last night went down to :. The weather is the coldest this season. Fears are entertained that to night's frost will be still more severe. Great damage has beenu done to truck farms. Owing to the forward condition of orange trees, they may suffer greatly. Well, What Next? CHARLESTON, S. C., Feb. 2.-It is reported here that ex-31ayor Courtenay, of Charlesson, will probably head the Shell ticket for Governor at the M1arch farmers convention. It is too late to see Captain Courtenay to-night, but it is safe to say that he would not accpt a nomination for Governor of the State at any hands save those of the State Democratic convention. The rumor goes, however, that his name is to e used in sorder to strengthen ;the Shell movement in the low country.
