Subscibed and sworn to before me this :sth da; .- f .11: y.~ I.a HARDING VISITS SENATE; WOULD REMBSS O0NGRESS Chief Erecutive Understood to Have Requested Delay on oBnus Meas ure. - ' I Washington, July 7. - President Harding paid an unexpected visit to the Senate today, and, it is under stood, interposed the weight of his personal influence to defer action on the soldier bonus .bill until a clear understanding of the government's financial outlook has been made possible by enactment of new tariff and tax laws. In an .hour's conference with Sen ate leaders the (President is under stood to have endorsed the views of Secretary Mellon that bonus legisla tion now might be a serious embar rassment to the treasury, and even to have suggested that all other legisla tive business be suspended to permit completion of the tariff and tax re visions as soon as possible. By those .who talked with him he was quoted as favoring a recess of congress while the committees in charge are hasten ing perfection of the two measures on account of which the special session was called. -it was indicated that 'ir. Harding's views would be set forth at 'greater length in a siecial message to con gress, which ilay be sent to the capi tol tomorrow. The document is ex pected to deal particularly with the bonus lill and to set forth that while the administration regards itself as committed to some legislation for re lief for war veteraus it sees no reas on for acting precipitately. While the president was giving his opinion to senator after senator in his room just off the Senate chamber, the Senate itself was debating the bonus hill with sponsors for the Ineas ure confident of its passage. By an overwhelming vote the bill had been brought to the Senate floor as a spee ial order of business and the senators in ehal'e were inclined to predict that even the oiposition of Secretary lellon would not be sufficient to de lay it Ton t the outlook generally was ladmitte<. to be more uncertain. iead ers had not yet made a canvass to ascertain just how much weight the vifit of the president might have, and the disposition in most (ttite's was to await Mir. 1larding's message be fore facing a show down. After the message has been received, it is re garded as likely that an attempt will be made to send the bonus bill back to committee an(d then secure another vote on the recess proposal which failed of adoption several days ago by a m-argin of four votes. In their o)position to a recess, the bonus advocates are expected to have the aid of the various other Senate elements whio want action oil soile parfiicular Class of legislation. Not the least potential of these groups, it generally is exPected, will be the ag rieuiltural block, who are deterin i ned to 'put through a series of relief meas res for the Cfarmers.
