REPUBLICANS STUDY CONTENTED VOTES At Rate of Progress Contests will Take Until Friday to be Cleared Up. Geueral Wood andl his Eastert Man. tiger Arrive. Chicago, May 31,.-In open session today the Republican national commit tee began by deciding contests from various state delegatiouis to the con vention, .but made only slow progress. I1n what chairman Hays character ized as "judicial rather than political decisions" the committee seated regu larly reported delegates from Arkan sas and Alabama; postponed the con test over the district of Columbia tin til tomorrow and after giving an ex tended hearing to a three cornered contest from Florida, adjourned over night without making a decision. At today's rate of progress, Chair man Hays estimated that the contest would not be cleared up 'before Fri day, Today's decisions will not be factors in the strength of any candi (late in the convention, and ranged princically a)out the qLuestions of reg ularity, although the race issue fre qluently was injected. In all decisions today the committee was guided oi questions of law and precedent by Charles B. Warren, of Detroit, national committeemani from Michigan, who was acting at the re quest of Chairman Ilays as the coi mittee attorney. At the conclusion of each contest Mr. Warren issued a statement of the reasons upon wilc the committee was acting. Chairman Iliays said that -was a part of his plan of laying the committee work before the country. Only seven of the one hundred and thirty seven contests weeC deelded in the flirst day's work. In the Alabama contest the regu larly reported delegates were seated in the absence of the contestants. Sev en regularly reported delegates from Arkansas were seated, the negro con testants being iimdismised. One dele gate instructed for Governor Lowder and two reported favorable to lin were among those given seats. For more than three hours th committee argued over comIlicate. technical points of the Florida cast and finally referred it overnight to a sub-committee of three for recoi mendation tomorrow. The three com mitteemen were Warren of 'lichigan; DuPont, of Delaware, and Parsons of New York. Besides the decision on the Florida case the committee tomorrow will take up the hard-fought controversy between the Wood and Lowden forces in -Georgia and that between three separate sets of delegates from the District of Columbia.
