Mr. Brice tried to get an amendment adopted that would I apply the two-cent rate to all roads that showed a total passenger earning of $2,000 or more per mile per year, and then for roads that showed a gross earning of over $6,000 per mile per year at rate of. two and a half cents, and where the road showed an earning of less than $600 per mile per annum fromu passenger, express and mall scr viee that they be ailowed to charge three cents. This proposition utterly failed, as (id1 a subsequnent suggestion that the Act should not apply to roads t.wety miles or less in length.
