Belser undertook to get -a graduated
passenger rate into the two-cent mile
age -bill by way of amendment, and
that at no time did as enany as twenty
of the one hundred and twenty-four
members vote for anything other than
the flat two-cent mileage rate as applli
cable to all roads. Mr. Brice tried to
get an amendment adopted that would
I apply the two-cent rate to all roads
that showed a total passenger earning
of $2,000 or more per mile per year,
and then for roads that showed a gross
earning of over $6,000 per mile per
year at rate of. two and a half cents,
and where the road showed an earning
of less than $600 per mile per annum
fromu passenger, express and mall scr
viee that they be ailowed to charge
three cents. This proposition utterly
failed, as (id1 a subsequnent suggestion
that the Act should not apply to roads
