Kansls City, Mo., Nov. 20.?Eight officials and agents of the Florida Fruit Lands company were indicted by the federal grand jury here today on a charge of conspiracy to use the mails to defraud In connection with the sale of 180,000 acre- of land in the Everglades district of Florida to 12,000 purchasers In various States. Those named In tho Indictment are Richard J. Holies, Jacksonville, Fla.; George A. Paddock, Chicago; Jesse L. Bllllngsly, Jacksonville. Fla., and John Mathows, J. H. Martin, It. J, M?rders. Edward C. Chambers and A. 1). Hart or Kansas City. Each was Indicted on 21 counts. "It' my clients have misrepresented the lands they are Belling it was be cause they were misled by officials of tho Stale of Florida, and Officials of the United Slates department of agri culture," Herbert S. Hadley, attorney for Martin and M?rders, tonight de clared. Judge A. S. Van Valkenburgh fixed bond at $5,000 each, which Borders and Martin gave. The other Indicted men were not present. Mr. Hadley said he would enter pleas for his clients In 20 days and tho trials will be held at the spring term of court. The Florida Fruit Lands company, organized four years ago by H. J. Moiles or Jacksonville, Fla., is said to control nearly aOO.OOO acres of land in the Everglades, It is alleged that IS0.000 acres were placed In the hands of Robert J. Martin and Joseph H. Morders, sales agents In Kansas City, and by them sold in small tracts to 12,000 persons, mostly in Kansas City and adjoining terri tory. The grand jury investigation was undertaken two weeks ago at the be hest of small purchasers who were dissatisfied with drainage conditions on their tracts. It was said that more than $2,.,000 was Involved In the sales conti.acts and that more than $200,000 already 'had been paid to the company. WOULD LOCALIZE COTTON FUTURES McLaurin Proposes Heavy Tax on In terstate i radio. Would Itemed) Kvlls, New York, Nov. IS. Kx-Sena to; John !.. McLaurin Of South Carolina, proposed a plan for ending objection able gambling in cotton futures, In an address today to a committee from the New Vorl. cotton exchange which is considering changes in the rules to meet criticism directed against present methods. Mr. McLaurin said the failure of congress to enact legis lation at this session imposing a tax OU dealings in cotton options was due to the fact that no plan had been de vised to destroy gambling In con tracts which does not also involve the destruction of legitimate business necessary to keep open such channels of trade as could not he closed with out disastrous effects. Mr. McLaurin said the present sys tem was objectionable because cotton prices made on the New YoTk ex change were based upon the supply of cotton in New York warehouses. As this stock of cotton is only a com paratively small part of the total, he said, it was possible for speculators to manipulate prices for gambling "pur poses In a day which would otherwise not be possible. Under present methods, contracts made on the New York exchange, call for delivery of warehouse receipts for cotton stored In New York ware houses. Mr. McLaurin suggested that the plan for n tax on cotton op tions which was considered recently by congress he amended to provide for a heavy tax on all contracts made through all exchanges In the United States provided that cotton delivered in the State in which it is grown be exempt from the tax. "What would you do then?" he said. "Your New York stock of cot ton would be absolutely valueless for the purpose of Inflating or depressing prices. You could not afford to de liver cotton except in the South. PRIVATE HANDS HOLD TOO MUCH Their Control of Water Power De nounced. Would Check it Now, Washington, Nov. op.?Monopolistic control of water power in private hands today was denounced by the National Conservation congress which adjourned here? late today. Accom panying th' denunciation was a dec laration that no water power rights owned by the public ever should be removed from public ownership. The climax of the water power light, which had agitated the congress for several days, came after the com imittce on resolutions to which had been referred divergent reports from the waterways committee submitted that the matter had been taken from its hands yesterday by action of the convention in adopting general prin ciples upon which the waterways com mittee agreed. No mention of the majority or minority reports, which differed as to State and federal con trol of water power projects, was made in the resolutions committee's report. When (the report had been read Gilford Pinchot, former chief forester Of the United States, moved as an amendment, a declaration of princi ples on waterway control similar to the Ideas In the minority report slgn 'ed by himself, H.
