New Orleans, Nov. 12.?United Daughters of tho Confederacy deviat ed from their program long enough today to flatly refuse to accept greet ings from the Southern States Wo man's Suffrage conference, or to In vito MIsh Kate M. Cordon, tlie con ference president, to speak. It was declared upon the convention floor that the Daughters will not have polities of any sort injected Into their organization. The suffrage conference was or ganized by delegates to a Louisiana suffrage convention which adjourned late tills afternoon. After the ad journment, Mrs. ('. A. Cnntroll, of Kentucky, offered n motion asking that Miss Gordon ho invited to spoak. Mrs. Norman Randolph, of Virginia, (made a spirited address against such action and moved that the motion be tabled. I lor motion was carried by a large majority. Gives llotll Shies of Story. Among Interesting reports of of lcers submitted at the three sessions today were those of the president general, "Mrs. Alcxnndor B. White, and of tho historian general, Miss Mildred Vuthierford. Miss Uutherford said she had compiled a history of disput ed points of the war between the states. As it has been Impossible to arrive at a concensus of opinion on many incidents, sin; said, the new his tory is so arranged that readers may tiiko their choice. Mrs. White lirought cheers when she read the portion of her report ad vising U. D. C. members to discour age attempts to Kot pensions for Con federate veterans from the govern ment. About 1,000 mouthers wore added to the ranks of the organization during the last 12 'months and soon a new state division Colorado is to he brought into the organization. Mrs. White reported. As a contrast to tills record, more chapters have been dropped than in any year of the or ganization's history. Tills, Mrs. White attributed to "weeding out of dead timber." In this connection she laid stress upon the lioceslsty of more Careful study of records of those wish ing to become members. Only women who could show relationship to men who really fought In the war between the states, she said, should bo admit ted, Opposes Pensions. Of the pensioning of Confederate veterans, Mrs. Whit" said: "Your president gonornl asks mem bers of the U. I). C to discourage any movement towards securing pensions from the United Slates government, ami to request the United Con federate Veterans not to ask for them. Cot us insist they he not led astray by this mirage, pledging thorn wo will do more for them than we ever have done. Let us save them and the South from this humiliation. "Your president gonornl fools that, because of (he spirit of amity pre vailing throughout the whole country, the Confederate organizations should not he led into asking too much of the government for Confederate vet erans; that wo want this good feeling to continue, and we do not want any rebuffs." One of the striking recommenda tions Of Mrs. White was that "every chapter and every individual member should have the privilege and protec tion of appeal from chapter to state organizations, and the Btate organ ization to the general organization." Mrs. White announced that Virgin ia, for the second time, had won the honor of gaining the most new mem bers since the last convention. The delegates were entertained at a musical from I to 6 o'clock this afternoon and tonight after a brief business session a reception was giv en for them. Washington, Nov. 15.?Headers of The News and Courier may have noted that its Washington correspondent has never undertaken to explain the course of the conteBt for the district attorneyahlp and the marshalshlp in terms of the president's conjectured attitude towards the candidacy of flov. Hlease ror tin; senate. Such ex planation seems gratuitous and far fetched. All of the evidence which has conic within the ken of the News and 'Courier's correspondent has led him to regard the disagreement of the two Palmetto State senators over the district attorneyship as the cause of the administration's worry, ami not the probahle effect or this or that ap pointment on the Please candidacy. There is no reason to conclude that Attorney Qenernl McRoynolds recom mended Weston and Sims because he did not think thom the best material presented for the places. As to the president, lie has taken no action whatever, and wants the senators to agree before he does so. Hy the same reasoning that explains the attorney general's recommendations on the the ory of a desire to injure Hlease, the president's failure to act on the at torney general's recommendations would be Interpreted as indicating a desire to help Hlease. The plain fact is that the adminis tration has failed to reach finality with regard to the district attorney slilp ami the marshalship because of the president's wish to accord each senator his due. ami particularly he Cause of his wish to retain the cor dial support of each Democratic sen ator, who has been "regular" in backing up the Wilson policies. The president does not intend to give of fence to either Senator Tlllmnn or Senator Smith if he can help it: and he really cannot afford to take chances of alienating or chilling sup port in the sonate in view of the Im portance of keeping a Macedonian phalanx of majority votes in readi ness for use. There have been similar disagrce imonts between senior and junior Democratic senators In other States than South Carolina over patronage questions. The present deadlock would in all probability have existed just tin same if there had been no Hlease.
