Oct. 10.?Convicts now employed in the ohsiery mill except lag those considered too dangerous to be. without the walls, and the decrepit aud infirm will he let out to the counties from which they came pro vided the counties pay the Peniten tiary $1 per month for each convict. This will take about 200 and the re maining loo who are either dangerous or infirm will he put to work in a furniture factory to he established within the walls under the direction of the board of directors, the output to be sold by A. 1). Martin, of Ken tucky, was the decision reached by the board of directors of the State Penitentiary after aa all day confer ence here today. This disposition of the convb ts is subject to approval of the General Assembly at its next session and if! that body refuses to give its sanction to the Bchecno then the lawmakers themselves will he asked to decide ?what is to he done witli the 300 odd Convicts now employed in the hos iery mill. Chairman A. K. Sanders of the Penitentiary Board said this afternoon that the hoard had decided this would be the wisest course to follow. Bids [ will be called for from counties and ! each county will be given the right j first for the convicts sent up from ' their confines and in the penitentiary , and in their home county does not: want them the convicts will be sent to other counties which comply with the conditions. Counties hiring the convicts are to pay the State Peniten tiary $1 per month for each prisoner the} get and they are to clothe and feed and give him proper medical in tention and sec that he is given just and humane treatment. Already some fifteen of the It counties of the state have asked for state convicts which they wish to work on the roads and it is not be lieved that there will he any trouble in getting Bids from counties on the terms proposed. Such convicts are included as rapists, 'murderers, safe blowers, and that type it is believed would be too dangerous to permit outside the peni tentiary walls and those with such ?as are unable to do any physical labor will bo used in working in the furniture factory to be . stabllshcd In the penitentiary walls. The board made a contract will a. D. Martin to sell the output of the factory, the contract being for live years subject to the approval of the General Assembly. Mr. Martin is to, pay the State at the rate of 00 cents j per day per prisoner for the first year, T."> cents per day the second year, and S."> cents per day the year after that. Mr. Martin will have nothing to do with the management and will bo con cerned only with selling (he output his contract being on a basis to net the State so much per prisoner as stated. The contract with .lohn II. Grnhaill who is running the hosiery mill ex pires on November 1st and Chairman Sanders sold this morning that they hoped to have the material and ma chinery for the furniture factory In stalled by that time so that the con victs could be pill to work therein by the first of next month. The board has been giving careful consideration to the question of the disposal of the convicts and have been holding fr< qecnt conf< rcuecs with the Governor and Atotrney Gen Oral. The Mc Adoo method was a shock to some who had enjoyed special privileges for many years. I wish to call attention In this letter to the changed way of doing things at the navy department, ?losephus Daniels the secretary of the navy believes that when he goes to buy material for building our big bat tle-ships he should invite competitive bidding' and buy the materials from the lowest responsible bidder. It was not so under the Republicans. Tho Republicans in purchasing armor plate for battle-ships, for Instance, divided the contract among the three big cor porations that make armor plate. No matter what the bids were oat h cor poration got its share of the work at! the lowest hid. Can you Imagine a sane man bothering himself about bidding low when he knows in ad vance that he will get his share of the work no matter how high and uncon scionable the bids may be? in conse quence of this way of doing business the Wilson administration found the navy department hopelessly at the mercy of three big steel companies, who submitted practically identical bids for armor, forgings, and oth er materials and divided the work up between them to suit themselves, .losephus Daniels was determined if poss ble to break up such extortion, and restore competition. Didders out side the big three were encouraged to bid and were given assurance that their bids would receive careful con sideration. On August 22nd, bids were opened for construction steel plates for battle-ship Number :'.0. The old combination's price for this sort of steel bad been sot around two hundred and eighty-four dollars per ton. In the bills was found one fro'.n a rank out sider. The Carbon Steel Comiruny at $1X7.u I per ton or a saving of $:17S, 361.00 on this one lot of that particu lar steel for one battle-ship. Bids from outsiders on medium steel plates saved $19,000.00. When the bids were opened for the casings for the turbines for battleship those casings were too large to he made in this country by any steel corporation except the big three. Feeding secure from com petition two of them put in bids ex ceeding one hundred and fifty thous and dollars. A big ISnglish firm sub mitted at one third the bids of our folks. Daniels did not like to give the contract to a foreign firm, but tho saving was $102,000.00. On the heavy armor plate there is thus far no com petition.
