In Spite of Serious Uprising In Cuba the Government Thinks It can Cope with the Situation. Habana, May 26.?President Gomez today sent a cablegram to Preside.' t] Taft In which he protests In friendly but Iii in terms against Intervention by the United States. "It is my duty to say that so serious a resolution alarms and hurts the feelings of a people who love and are jealous of their inde pendence," he says, after reciting that he had received from United States Minister Beauprle a noto In forming him that the Washington government had ordered a gunboat to Nipe bay and a strong naval concen tration at Key West in anticipation of possible eventualities; and also in event that the Cuban government was unable to protect American property it was the intention to land forces for that purpose. President Qomez says the govern ment is doing its utmost, having with in four days sent 3,000 troops by land and sea to crush the rebels in Oriente, and in that short time having restored order In all parts of the Island with that exception. He also says that 9,000 rifles with ammunition have been distributed to loyal citizens and that the government is prepared to flood the comparatively small distrib uted section with regulars and volun teers. "I appeal to you," ho continues, "as a loyal friend of Cuba, respecting her rights, that you will be convinced that this government is capable and suffi ciently supported by the valor and I patriotism of the Cuban people to deul promptly with a few unfortunate and misguided persons without reason or flag. "If you understand these conditions you will perceive that It is not the part of a friendly government to con tribtue, under such circumstances, to the embarrassment of a government and people such as those of Cuba, placed, It is true, In unfortunate con ditions, but not lacking in its meth ods, patriotism and courage." Up to a late hour tonight President Qomez had received no reply to this message. Carrying Out Plans. Advices from the scene of the military operation Jn Oriente pro ' vlnce are meagre. The troops are still engaged in carrying out the [ carefully laid plans of Oen. Meo | dieta to envelop t)n- rebel forces^ close in on all sides and compel a decisive combat. In an engagement last night between regular under Col. Maenad", and a band of rebels, several of the latter were killed, two captured and the remainder dispersed. The loss to the troops is not given. The Cuban government tomorrow will have fully 3,000 troops of all arms In the province of Oriente, most of them facing the main bodies of the rebels under Ivonet and Estenoz. It Is reported that Estenoz has pro caltmed himself president of the new republic with Ivonet as commander ln-chlef of the army of vindication. The insurgents are reported to have adopted a flag of blue with white stripes. Moro troops were rushed to the front from Habana today and also many carloads of ammunition and a large consignment of rifles, the latter intended for distribution among the plantations and to the loyal citizens of the many towns within the zone of the insurrection. The corps of 800 veterans, organ ized to proceed to Oriente under com mand of Gen. Nunez, will not go at present, the military authorities hav ing declared that there was no need of assistance. Anothor reason for this action Is said to be the confusion which might be expected to result from the fact that almost the entire corps is composed of officers, includ ing many generals. President Gomez has received a cablegram from the United States of fering the services of 000 cowboys to fight the rebels. The president re plied courteously with thanks for the offer which he declined. Starts for Oriente. Oen. Monteaguedo will start for Oriente tomorrow to take command of all the government troops. The prov inces of Jinar Del Rio, Habana, Man tanzas and Camaguay are reported quiet. A skirmish has taken place In Santa Clara, the caaualltles being two killed. Strong patrols of rural guards and police nightly guard all approaches to the capital, scrutinizing closely every one coming into the city or leaving It. The women teachers of the scat tered BChools in the Racuranao dis trict have petitioned for the closing of the schools. They are taking refuge In the town of Guanabacoa, but the attitude of the negroes there is be coming . threatening. The Habana papers unite in prais ing the patriotic action of President Gomez In sending a cablegram early this morning, to President Taft pro^ testing orgaiittet Intervention by the" United Hiaici, Gen. Gomez points out that there la no necessity of such ac tion In view of the brief period since the revolt began and because of the ability of the Cuban government to cope with it.
