A gigantic syBteni of seven great national highways radiating from Washington to all sections of the United States Is proposed In a bill In troduced In the senate by Senator Cul loia, of Illinois, at the request of form er Representative J. Floyd King, of Louisiana. Immediately after the In troduction of tbo bill Gon. King Inau gurated a movement to further the project. The bill was referred to the committet? on posloffices and post roads, of wbleb Senator Dourno is chairman. It the project is successful, tho Dis trict will bocome the center of a wheel of roads passing through practically every State in the Union. Hack of the project are a number of prominent members of Congress and business men who are preparing to push the bill to passage as quickly as possible. Opposition Is expected from some quarters, hut Oon King announce!1, last night that he is confident of over coming it. Included In the system proposed to the Senate by Senator Cullom are many of the projects for great roads '1 ready launched at different times. The roadway from .Montreal, Can ada, to Miami. Fla., tho Lincoln mem orial road from Washington to Gettys burg, recently indorsed by Speaker Champ Clark, of the House, are among tho projects Included In the scheme proposed. Would Cost $148,000,000. The seven great national roads pro vided for in the plan all have; one terminus in Washington. The other extremities proposed are Portland, Me.; Buffalo, N. Y.; Seattle. Wash.; San Francisco, CnL; San Diego, Cal.; Austin, Tex.; and Miami. Fla. It is proposed that they be called, respect ively, the Washington national high way, the Lincoln national highway, the Jefferson national highway, the Grant national highway, tho Monroe national highway, and the Lee national high way. As estimated by Gen. King the sev en proposed highways would not px coed n combined length of 12,000 miles, which at the estimate of $12,000 ii mile, would bring the cost of the system up to the figure of $14S,000,000. It is proposed that this money lie rais ed by tho issue of bonds, as in the case of the Panama Canal. After the roads have he.>n built, it is proposed lo pay their cost of maintenance by the col lection of tolls. The bill introduced by Senator Cul lom provides mainly for the ap pointment of a commission, to be known as the national interstate high ways and good roads commission, to determine the location and cost of the proposed seven highways. An imme diate expenditure of $2.000.000 is pro vided for the preparation of maps, the making of surveys, and other work In cidental to the work of actually be ginning the construction of the great highway system. AUTO FATALITIES INCREASE. Col. Kohn Suggest* MSafe and Sane"] Campaign in This State. Columbia, August 15.?A day does not pass that does not give occa sion for a funeral notice as a result of an automobile accident. The New York papers record several accidents a day. With the Increasing ubc of automo biles in this State it may bo a good Idea to have an early start in a "safe and sane" campaign. In New York city tho pedestrian Is given a chanco for his life?that's about all. There Is no need for legislation, as there is now nmplc law on the hooks. All that is wanted is an enforcement of the existing laws. Every city and town has a law against speeding and, wlille it may not be known, there Is a State law against fast driving. In effect the main features of the present law read: Section 591. "No person shall oper ate a motor vehicle on a public high way at a rate of speed greater than is reasonable and proper at the time, and place, having regard to the traf fic and use of the highway and its con dition, or so as to endanger life, limb or property of any person, or in any event at a greater rate Iran fifteen miles an hour, subject, however to the other provisions of Sections .V.>2 to 598, inclusive. Section f>92: "Upon approaching a crossing of intersecting public high ways, or a bridge of a sharp curve, or a steep descent, and also traversing such crossing, bridge, curve or de scent, a person operating a motor vehicle shall have it under control, and operate it at the rate of speed no greater than six miles an hour, and in no event greater than is reasonable and proper, having regard to the traf fic then on such highway and the safe ty of the public." Other sections relate to cars stop ping upon signal. The automobile Clubs and organizations cannot take up and encourage anything that will do the automlbllists as much good as to discourage speeding and fast driv ing. Reckless driving is not general among automobil ist S, but the many will suffer for the few if the "safe and sane" idea is not impressed. At the recent term of the Court in Spartanburg the grand jury in Us pre sentment to .liu'.ge Watts said: "We desire to call the attention of the owners and drivers of automobiles and otiier motor driven machines to the law regulating their operation on the public roads. In no case are they allowed to run more than fifteen miles an hour, and on curves, bridges, etc., the rate of speed is limited to six' miles an hour. We believe many vio lations of the law are from thought-j lessness, but the danger of accidents Is very great, and wo call upon all officers if the law to enforce same in tho Interest of the public, safety. "It has also been called to our at-1 tentlon that a great many automo biles and motorcycles are being op erated Is this county without having such motor registered In accordance with the law, and by not having such number placed on tho rear of said ma chine in a conspicuous place, with the name of the county In which said motor vehicle Is registered." These are the beginnings of damage suts and extreme legislation! Some months ago there was in Co lumbia a break-neck automobile race. A flue young man from Greenwood | was Injured In the preliminary spin. He Is now dead as a result of the ac cident by which his back was Injured. It may be locking the door after the horse is out, but some one will, no doubt, propose a statute, at the next session of the General Assembly outlawing speed and endurance con tests with automobiles. Henj. Briscoe and other leading automobilists argue that nothing is now to be gained by such contests and that they should be discouraged. AutomobilistS generally should sup press the speed maniac and it is best for it to be done by those Interested in tho new motor machines.--August | Kohn in the News and Courier.
