Washington, March 10.?Appropria tions at the last session of congress aggregated $1,025,498,662, according *"? the statements issued today by Former Representative Tawney of Minnesota and Livingston of Georgia, who were respectively chairmen and Linking Democrat of the house ap propriation committee in the last ^?nngress. Mr. Tawney. saying this is less than $1,000.00 In excess of the f -vtnl estimates of President Taft on which the appropriations are based, pays high tribute to the executive for good faith in scrutinizing esti mates and computes that the surplus of revenues next year will be not less 'han l'J?,542.000, which with any part of the treasury cash balance, may oe applied to the sinking fund. Will Cut the Cost Against this Mr. Livingston says the last session record demonstrated that when the Democratic party comoB into complete control of the govern ment, "this billion dollar mark for a session's appropriations established four years ago at the first session of :ho Sixtieth congress, cannot be sub stantially lowered, if lowered at all." Declaring that the Democrats want to save the people of this country r:om the danger which threatens rhem because of the rampant expen diture of their money that has been rolng on for the past 12 years, Mr. Livingston In his statement contends [hal militarism is a menace and that Democratic accession will prevent na tional bankruptcy. He says it is a su perhuman task to restore expenditures :o a normal level because of the enor mous liability iastoned upon the treas ury "by the statutory Increase or the ? al 1sted strength or the army and navy four-fold since Mr. Roosevelt was so unhappily called to the executive of llco of the republic." Sounding a note of warning against "threatened onerous" direct tax with all its lnquistorial features. Mr. Liv ingston said that If that day comes,! "the people will rise in their might with a cry that will be heard to the remotest corners of the earth and shake from themselves and their pos terity the manacles of burdensome taxation fostered by the Republican party. That day is not. distant unless we stop instanter .in this precipitous, money wasting race we are now en gaged in." Old World Wonders. Mr. Livingston says the nations of the old world stand agape and wonder over the magnitude of appropriations and increased federal activity. He compares appropriations for the Fifty-third congress, the last Demo cratic one, aggregating $017,013,523, with those of the past congress for the two fiscal years of 1911 and 1912, aggregating $2,053,391,291 and de clares that in 12 years there has been more than 500 per cent, increase In all expenditures, the army and navy each Increasing more than 400 per cent. He bespeaks for the Incoming Democratic house economy, particularly In those government departments relating to the enormous expenditures for war purposes." Entertainment at Oak Grove. A BRIEF SUMMARY OF GOV. BLEASE'S ACTIONS Ho Has Taken a dumber of Action of a Radical Nature Since His Inaugu ration as Governor of South Caro linn. Since his inauguration into the office of Governor of South Carolina, Colo man L. Dlease has taken a number of actions of a radical nature. In addition to the clash between himself and the supreme court, a summary of the various actions taken by the governor, both during and after the session of the recent general assem bly, Is interesting. No Negro Notaries. Governor Dlease in his opening message to the general assembly toid that he would dismiss all notaries public In South Carolina Subsequent events led to the giving of the reason that nogroes were to be commissioned as notaries in South Carolina. At the same time that the notar ies were dismissed notice was given that th.-* liquor constables would also be dismissed. .This was done. In some counties constables have been named. These are Governor Rlease'3 choices, the new constables, the old ones being the previous administra tion's appointees. After Dispensary Commission. The electrifying message to the general assembly, that an investiga tion of the dispensary commission, Attorney General Lynn., the original investigating committee et al beb ad, was the second Hash from the exe cutive gun. The general aspombly passed the acl ordering an Investigation. Gov. Dlease iisked the dispensary commis sion for Information and that was furnished. The act remains to be signed?if it will be. Clash with Court. One of the first of Governor Dlease's clashes came with the supreme court and this is not yet ended. Governor Dlease commissioned James P. f. Cold well of Newberry to bold the Rlchland term of court al though the supreme court then sent in another name, that of Duncan C. Ray of Richland county This tangle was finally straightened out by the naming Of Judge Watts to hold the court in Richland county after Mr. Ray and Mr. Caldwell had declined. it was in connection with this ap pointment tnat Governor Please made the statement in writing. "I expect to see that my friends receive at least some consideration from this administration and I do not propose to appoint my enemies to office upon the recommendation of anybody un less I cannot find a friend who is competent and worthy of the posi tion." Following this first clash recently came the Horry county court tangle in which the governor did not ap point the one recommended by the court anil there was no court at Ccn way. Of still more recent occurence is the opinion by the supreme court, a unanimous decision that the governor must appoint a special judge upon the recommendation of the court. That it is purely a ministerial duty Of the governor is the court's ruling in this matter of appointing special judges. All of which, save for the first clash, came after the fight in the general assembly to change the law relating to the appointment of special judges. The statute is now the same as it was. the legislature nol acting favorably upon the Karle bill which sought to make the governor supremo In appoint ments of special judges. There were two reports from tin judiciary committees on the gover nor's recommendation thai the law he changed and on his contention that the Rtutate is unconstitutional. The supreme court So turd ny construed that section of the code which makes it obligatory for the governor to ap point upon the recommendation of the supreme court or the chief Justice thereof.?Greenville News.
