I would like to know which is to be the more condemned, the appointment of a law abiding negro to serve bis own people in a legitimate way or the encouraging of a notorious negro law-breaker to vio both white and black with blind tiger liuuor. To the Editor of The News and Cou rier: Tho magnitude and importance of the work done by the Aikon county dis pensaries will he seen from tlx- follow ing summary of the monthly statements of the Aikon county dispensary hoard, made under oath for tho quarter ending June 30, 100?: .Month. Hut adding tin; break age and expenses to the sales we have only $72,03.015, leaving an apparent de ficit of $20,090.04, which can doubtless be easily explained by the dispensary board. (?) In order to have a clear concept ion of the meaning of these figures (lie;, may be compared with other expenditures of government. It is a conservative as sumption to take the quarter of the year under consideration as a fair sam ple of the year's operations. It is the busiest season of the farmers' year, with less money on hand for necessa ries, not to speak of luxuries. The dis pensary board seem to have experienced this, for in the June report it is an nounced that prices were reduced in two of tin- dispensaries. Tho cost of operation, including wages to clerks, salesmen, bottlers, breakage etc., should amount for the year to $2:?, 560.32, a little short of the $25,000, for many years the salary of the president of the United States, and also of the county expenditures of Aikon, esti mated for 1008 at $20,4:;f). The cost of the goods is more than three times as much ai the aggregate of all taxes, State and local, collected in the county, that figure for I'M)/ be ing given a ; $127,170. The sales, with the expenses for operation added in, should reach $288,405, and to meet them would require the proceeds of r>,7<>0 halt s of cotton at $50 a hale, out of an average county crop of 2.'?,<H>0 hales. The hoard reports the profits for the quarter as being $14,310.77, at the rate of ?7,242.19 for the year. Of this sum $19,080.08 goes to the dispensary towns; $1*1,080.08 to swell tho3-mill tax for the Stock on Hand at Consumers' Expenses. Breakage. One other bene ficiary of the dispensary remains to be mentioned. The Federal Government n us its share $100,000, and reports from the county, in internal revenue and tariff taxes on the purchaser of the goods, ''i7 per cont, of it going to sup port the army, navy and Federal pen sion rolls. It. is doubtful whether the six dispon nrios of Aikcn county are promoting temperance more than the great pro hibition wave that has swept, over this and idost other counties during recent years. The saloon has been banished from more than half of the national domain through local option and pro hibition enactments. The; liquor traffic has been wholly prohibited in six Stales and extensively cut short in thirty-four others, In 1870 there were only 3,500,? 000 persons living in dry territory; in 1900 the number was 18,350,000; in 1907 it was 33,000,000. However, the Fed eral reports show that in 188-1 the con sumption of liquors per head of the population was 12J gallons, while in 1906 the consumption had risen to 22.27 gallon:- a bead.
