HOW THE SITE
IS SELECTED.
Manner of Receiving Bids and Select
ing Site For Federal
Building.
The government officials at Washing
ton through Postmaster Geo. S. Mc
Cravy of this city have issued a call for
proposals for the sale or donation to the
United States of a site for the new
$50,000 Federal building. Following is
the letter giving particulars:
Washington, D. C.,
June 5th, 1008.
Proposals will be received, to be
opened at 2 o'clock p. m. July 10th,
1008, for the sale or donation to the
United States of a suitable site, cen
trally located for the Federal building
to be erected in Lauren?, South Caro
lina. A corner lot of (approximately)
120x130 feet is required. Each proposal
must give the price, the character of
the foundations obtainable, the prox
imity to street cars, sewer, gas, and
water mains, etc., and must be accom
panied by a diagram indicating the
principal street, the north point, the
dimensions and grades of land, the
widths and paving of adjacent streets
and alleys, whether alleys are public or
private and whether or not the city
owns land occupied by sidewalks. The
vendor must pay all expenses connected
with furnishing evidences of title and
deeds of conveyance. Improvements
on the property must be reserved by
the vendor, but pending the commence
ment of the Federal building they may
remain upon the land upon payment of
a reasonable ground rent. The grantor,
must, however, remove all improve
ments on thirty days' notice so to do.
The right to reject any proposal is
reserved. Each proposal must be
sealed, marked "Proposal for Federal
building site at Laurens, South Caro
lina," and mailed to the secretary of
the treasury (supervising architect),
Washington, ?. C. No special foimef
proposal is required or provided.

I.aureus County Teachers' Institute.
The County Board of Education of
Laurens county has arranged for a sum
mer Institute to be held in the Graded
school building in Laurens, beginning
Monday, June 22d. This Institute will
continue for two weeks at least and
probably four if the teachers in atten
dance so desire.
Supt. O. B. Martin, State Superin
tendent of Education, has appointed
Prof. K. A. Dobson, of the Laurens
city schools, as principal of this Insti
tute. Prof. Dobson will he assisted by
Prof. Jas. IP Sullivan and Mi?s Gar
lington.
Algebra, civics, drawing, grammar,
principles and methods of teaching and
possibly other subjects will be taught.
Any subject desired by a considerable
number of the teachers attending will
very probably be given.
The main purpose of this Institute
will be to emphasize methods of im
parting information and instruction
more than the acquisition of knowledge
from the books studied. The text-books
adopted by the State Board of Educa
tion will be used, but only as a basis for
the work. Conferences and round-tsble
discussions will be held in which all
teachers will be free to take an active
part.
All teachers and prospective teachers
in Laurens county are especially urged
to attend. Reasonable board can be
obtained at various places. Let all who
desire to perfect themselves in their
ability and methods as teachers come
and help make this one of the best In
stitutes ever held in Laurens county.
Lieutenant Irhy's Examination.
Orders were received here Sunday
from Col. W. W. Lewis appointing a
commission to examine Mr. J. L. M.
Irby, recently elected to the 2nd licu
tenantcy of Traynham uuards. The
commission consisted of Capt. O. W.
Babb, 1st Lieut. W. R. Richey, Jr., and
1st Lieut. I. Schayer, of the 1st Regi
ment medical corps. This was a dis
tinct compliment to these men since
a foreign commission is usually ap
pointed. Mr. Irby stood well the ex
amination in military arts and the physi
cal test and his appointment is a cer
tainty. _ , _
Death Was on His Heels.

was in the city Saturday and Sunday.
Miss Glennie Bolt left Sunday for a

Miss Cora Armstrong was a sufferer
in the lire at Rock Hill last Wednesday.
Her trunk, while not completely de
stroyed, was badly damaged.
Mr. Richard Sullivan, of the Western
Electrical Company, with headquarters
at Norfolk, is visiting relatives in the
city and county.
Mrs. P. R. McNeil, wife of Superin
tendent McNeil, of the Paving Con
struction Co., left Saturday for a short
visit to her home in Abbeville.
Solicitor Cooper will have opposition
this year in the coming campaign, Mr.
E. L. Richardson, of Greenwood, hav
ing announced his candidacy.

Misses Theora Fleming and Rosabelle
Pedrick, of Gainesville, Florida, were
the guests for two days of last week of
Mrs. White W. Jones, leaving at noon,
Thursday, for their home. Miss
Pedrick has been a student at Converse
College during the past session.
Mr. Allie Lockwood, of the Southern
Bell Telephone company, who has been
unwell for a fortnight, spent a portion
of last week in the city. On Sunday,
under the advice of his physician, he
went to Columbia for treatment in a
hospital. His numerous Laurens friends
wisli for him a speedy restoration to
health.
Among the visitors in Laurens Satur
day was Mr. R. H. Young, of Mount
ville, who has been spending some time
with his son at Ware Shoals and was
en route home. Mr. Young is a strong
friend to this paper and had some en
couraging thine3 to say regarding its
policy, especially on the whiskey ques
tion.
Prof. R. A. Dobson left yesterdav for
Glenn Springs to recuperate. Mr. Dob
son has been ill since the close of
school here, and was able only last Fri
day to leave his room. While he is at
Glenn's, Mr. Dobson's family will visit
his father's home at GalTney.
Parle Van-Dorn Babb, Graduate.
Among the graduates of Furman
University last Wednesday was Mr. E.
V. Babb, of Laurens. In the Furman
annual, the Bonhomie, appears the fol
lowing sketch of this worthy son:
"Farle Van-Dorn Babb (Brer Babb)
was born in the Garden of Eden happy
thought! 'His Eden' is not a fabled
one; rather it is in Laurens county,
South Carolina. His early education
was received between the plow handles.
He was driven from his 'Land of Prom
ise' and in his wanderings landed at
Furman and commenced at once bis
further education. When yet a lad lie
attended Rabun High School; then he
perused the classics at Chapelville for
twelve months; his sins were forgiven
and he returned to 'Eden' High School.
Sold 'sody-water' at a clothing store for
several months; was 'deaconized;' then
to the farm; then to Furman. Enlisted
in the Furman Fitting School and grad
uated into the university proper, where
'Brer Babb' has won for himself the
name of a jolly good fellow. He is a
prophet of some note and no dilettant."

FOUR SMALL STORES
DESTROYED BY FIRE.
Early Morning Blaze at Watts Mills.
Motes & Brownlee and John C.
Boyd Principal Losers.
Between three and four o'clock last
Thursday morning four small stores lo
cated at the Watts Mills village and
conducted by private individuals, were
destroyed by a fire which i$ said to have
originated in the store room occupied
by John C. Boyd. The building, being
a wooden structure, the flames spread
rapidly to the adjacent buildings, mak
ing quick work of the entire block.
Motes & Brownlee and John C. Boyd
were the principal losers by the fire,
though Hawkins & Bobo and Robert
Brownlee who conducted the other two
establishments were burned out, the
latter managed to save a portion of his
goods. The stocks of the others were
consumed, together with the Watts
Mills rural Station postoflice, which
was located in the store of Motes
& Brownlee. This firm carried about a
$2,500 stock, on which there was, it is
understood, $1,400 insurance. J. C.
Boyd had a $2,000 stock and was insur
ed for about three-fourths of this value.
The stock value and insurance, if any,
of the other two firms is not known.
The building occupied by Motes &
Brownlee was the property of Todd
Owens; James Thomas owned the one
occupied by J. C. Boyd, while the two
occupied by Hawkins & Bobo and
Brownlee belonged to Perry Owings.
The combined value of the buildings is
placed at $1,600, insured.)
General News Notes.
In the Methodist Episcopal conference
of Maryland the lime honored title
"presiding elder" was abolished by the
adoption of the minority report of the
revision committee recommending that
the name be changed to "district super
intendent," by a vote of 322 ayes to
210 noes. This radical change of terms
is the outgrowth of a desire to denote
the ollice more correctly.
Mr. T. C. Martin, father of State
Superintendent of Education O, B.
Martin, died at his home in Bickens
county last Wednesday. Mr. Martin
was 78 years old and a veteran of the
late war.
Booker Washington delivered an ad
dress at the Decoration day exercises
in Beaufort last week. He has been in
South Carolina about one week.
The veterans of Savannah will put
forward Commander Clement A. Evans
to succeed (ion. Stephen D. Lee.
The United States Circuit Court of
Appeals will hand down a decision in
the South Carolina dispensary case
about July 15th.
South Carolina has 2,463,000 acres in
cotton this year.
Gus Lee, the negro convicted of mur
der in Chester, has been respited until
July 17th by Governor Ansel.
A $50,0(10 mining company has been
formed in Greenville to develop large
properties in Putherfordton county, N.
C, where gold deposits have been found.
The new Sumter court house, which
is nearing completion, will be the finest
court house in the State. The cost,
completed and finished, will be about
$135,000.
Over 40,000 deaths have occurred
from the famine in East Africa. The
British government is now feeding 50,
000 natives.
Mr. T. B. Stackhouse, of Columbia,
has been elected president of the Stan
dard Warehouse Co. vice Gov. D. G.
Hey ward, resigned.
