?ATE MEETING OF W FARMERS WANTED Bpartanburg Farmers' Union Adopts Resolution Calling on President Qoodwin to Issue the Call. To O. P. Goodwin, President F. F. & C. U. of A., South Carolina Division: Silt:?The county Union of Spartan burg county, in convention assembled on this 16th day of November, 1907, unanimously passed the following pre amble and resolution: Whereas, The members of this county Union believe that it is neces sary for the well-being and effectual work of the F. F. & C. U. of A., South Carolina division, that we should have a more definite constitution, and that provision should be mado for effec tually carrying on the work of market ing our produce through a general agency; and Whereas, Wo, the members afore said, love the Union and are moved p^ith^inglc-hearted desire to promote its welfare, and to maintain peace and good will among the members, and to promote such feeling toward and from all mankind, now, therefore, be it Resolved, That we hereby, in accord ance with the provisions of the consti tution, call on the president of the State Union to call a convention of the State Union, to be held in the city of Columbia, South Carolina, on the 11th day of December, 1907, to adopt a con stitution to be referred to the State membership for a referendum vote, and to transact such other 'business as may come before such convention. Moore, the State representative of the Union, who is now abroad in Europe investigating conditions and arranging! for the spinners across the ocean to buy the cotton in bulk direct from the county built warehouses in the State. From all that can be learned from Mr. Moore it seems possible that the ar rangement can be made whereby the middle man will be eliminated and the manufacturer will deal directly with the grower through their agent. There Is but one obstacle in the way, and that is the cotton will have to be baled but ter. At'present when the farmer sells the bale it is not in condition to be shipped, and has to be recovered. When the cotton is placed in the warehouses it will be graded and marked and the selling agent will take note of the stock on hand. Then when the spinner buys he will know exactly what he is getting, and the farmer who owns will have the satisfaction of knowing that he is getting for his sta ple exactly what he has jointly agreed with others that it should be sold for. The County Treasurer's Books will be open for collection of State, County and Commutation Road Taxes for Fis cal Year, 1907, at the Treasurer's Office from October 1.5th., to December 31st., 1907. Those who prefer to do so can pay in January, 1907, with one per cent addi tional. Those who prefer paying in February, 1908, can do so with two per cent additional. Those who prefer to pay in March, 1908, to the 15th., of said month, can do so by paying seven per cent additional. After said date . he Books will close. All persons owning property or pay ing Taxes for others in more than one Township are requested to call for re ceipts in each of the several Townships ; in which they live. This is important m additional cost and penalty may be 1 attached. STATE DEFICIT NOT SO LARGE Income Was Larger Than Was Expected, and Less Money Than Usual Will Have to be Borrowed. "While the deficiency in the finances of the State government is not so large as estimated early in the year," said a State official yesterday, "still there is need either for retrenchment in the ap propriations or an increase in levy, un less the general assembly estimates more exactly each year how much will be raised. This year the deficit would have been about $180,000, but for in creased revenues from several sources and for unexpended appropriations." The total appropriation for 1907 by the general assembly amounted to $1, 460,216.93, and so far the State has borrowed $350,000 to meet current ex penses. At the time of the appropria tion, however, the revenues were esti mated at least$120,000 below what they actually will be, and the prediction of Comptroller General Jones would have been verified but for this increase in in come. In his annual report, in calling attention to this deficiency, Mr. Jones said in part: "The estimated expenses of the State government for 1907 arc $1,271,781. It appears that if the appropriations do not exceed the estimated expenditures for 1907 it will require of the taxes of 1907, $425,000. and as no part of these taxes will be available before Novem ber 1, it is apparent that the State must borrow $175,000 to pay expenses bcf< re the taxes of 1907 are available. The State's revenue for 1907 from taxes es timated and based upon the present as sessment of $249,500,000, at a rate of 4? mills on the dollar, would realize $1,122,750. To this add from indirect and other sources $151,400. This would give a total estimated revenue of $1, 274,150. If the estimated expenditures, $1,271,781, are not exceeded, then a State levy of <1? mills will pay all ap propriations." It so happened, however, that the appropriations exceeded his estimates by about $180,000, and for that reason it was thought that the State would be just that much behind. The revenues from the franchise or corporation tax amount to $78,352, against an estimate of $70,000, due principally to collection of the linos and penalties. The State taxes from the railroads will show an increase of $60, 000. duo to the roiso of $11,500,000 in values, while the Slate taxes on real estate will amount to as much on ac count of a proportionate increase. The; insurance fees will bring in about if 17, 000 against an estimate of $42,000, and the fees of stale will amount to about $20,000, against an estimate of about $18,000, and therefore the deficiency will not bo over $65,000. This will bo still further reduced by the turning back into the State treasury of some funds left over from the high school appropriation, as well as seine other unexpected funds. At the next session of the general assemby, however, it is almost certain that a more systematic effort will he j made for estimating the revenues of the State, as well as providing a more uniform tax law. -Columbia State.
