C, as second class mall matter. LAURENS, S. C, July 19, 1905. The Washington correspondent of the Greenville News quotes Mr. Richard I. Manning, of Sumter, a candidate for Governor, as declaring himself in favor of the Dispensary. This is extremely disappointing. Senator Manning is one of the best men in South Carolina. ? When he pronounces for the Dispen sary his motives are clean and honora ble. This makes it all the worse. It is bad when an ordinary politician goes astray. It is a calamity when one of the half a dozen or a dozen high class men with the old-fashioned ideas of personal honor and integrity still left in public wander afar from sound prin ciples. It is a misfortune to the whole j people that so good a man as the Sum-1 ter Senator should hope for the puri- J fkation of a political machine which breeds evil as naturally and certainly as a foul stream breeds disease. Even though Mr. Manning or one of his type should be able to cause an amendment in the Dispensary's administration he would be followed by others who would permit it to drop back into the easy channels of fraud and filth. When the Dispensary System became a law Thb Advertiser affirmed that its socialis tic character would inevitably lead to all manner of graft. The prediction has been more than fulfilled. The people have but the faintest idea of the de moralization that exists in the Dispen sary system. We have heard new facts about it in the past ten days that have amazed us and we have never had small notions of the extent of the rascality. The Dispensary system in the 12 years of its existence has hatched more bribe-givers, bribe-tak ers, defaulters and outright thieves than have been known in all the offi cial life of South Carolina as colony and state, exclusive of the period of Republican government. More than all other evil results, the , Dispensary has taught the people to view lightly crimes of dishonesty and breach of trust. A dispenser was re ported short not long ago in a little town in Orangeburg county. Nobody cares. He has not been punished. Since then a scandal arose involving an inspector and a Charleston dispenser. Scarcely has it received more than a passing thought. All of us expect dis pensary scandals and we pass them by but meanwhile what was once a high public sentiment in South Carolina has become and is becoming polluted and debauched more and more. It will lead some day to the hardened and shame less condition of the public mind that exists in Pennsylvania where good men arc not surprised or shocked or pained by frequent exposures of disgraceful and whole-sale larcencies. It is our de liberate opinion that the bar-room sys tem with its alleged excess of drunk ards' over the Dispensary is less ob jectionable than the Dispensary with its unquestioned excess over all other systems in grafters and corruptionists. Mr. Manning will discover that rigid artificial rules and cunning statutory devices will not enable a State to con duct grogshops honestly. Theft is in separable from and inherent in the Dispensary system under a Republican form of government. Since the above was written Senator Manning has issued a statement which appears elsewhere. Unhappily he re mains committed to the principle of a State dispensary. ? Paint the Town. One thousand dollars spent in the use of paint in the city of Laurens would add much more than twice that amount to the appearance and for that matter to the intrinsic value of the property.? There is a false idea prevalent among many people that it is only those who have no other need of the money that can afford to paint their property. \ There was never a greater business falacy. The poor man must paint his house to preserve it, because he can not afford to build another, just as he must keep it insured for the same reason. The well to do, careful business man must paint because he wishes to pro tect his investment, the owner of a home must paint because in addition to all other reasons he owes it to his fam ily to make it as attractive as possible. As a citizen he should paint because he owes it to the community. # Breathing Places. We need, and every town needs, a pleasure resort for the people. There . should be two or three parks, an acre or 'so in extent, to which the nurses could take their little ones for an outing. Have we no public-spirited citizens who will buy an acre of ground in his sec tion of the town and present it. to the council for a park for the children on his side of the city? Once let such a form of public spirit get into our citizens and the result will be that all through the town similar good deeds will be done.- Our Monthly. We heartily endorse the above sug gestion. Before our growing towns get too large is the time to provide these useful and ornamental adjuncts. A Grim Tragedy Is daily enacted, in thousands of homes, as Death claims, in each one, another victim of Consumption or Pneumonia. There is a family of eight brothers in Virginia, all of whom are entirely do void of the sense of smell. They should be employed to clean up the dispensary system.?Anderson Mail. Yesterday afternoon Judge Townsend sentenced two small negro boys to the reformatory school in Lexington. It would have been a shame to send such small fellows to the penitentiary or chaingang. The Legislature at the next session should make ample pro vision for a reform school in this state. It is greatly needed and just as neces sary as any of the state schools. Ex amples like the one noted are to be found very frequently. ? Spartanburg Herald. Were it not for the fact that things of the kind generally occur in series, so to speak, the uncovering of so much official corruption in nearly all parts of the country would be alarming. ?Char lotte Observer. Whatever else may be said of that Dargan suicide, it is a plain case for the solicitor and the grand jury, for enough evidence has been adduced to show and prove that Pegram Dargan was an accessory before the fact.? Manning in reference to an interview sent out from Washington appears in the Daily Item to-day. Mr. Manning expressed surprise, and said that he had not given out any in terview or said anything for publica tion, either in Washington or elsewhere, in regard to the approaching Guberna notorial contests. That he had not seen Mr. W. W. Price while in Wash ington, and was at a loss to know how the article originated. That he did not feel called upon to say anything, and requested us not to republish the arti cle, as it was not an authorized publi cation. lie said further that he conversed with only one newspaper representative while he was in Washington, and that was in a personal conversation, in which he expressly stated that it was not for publication. Since then his attention has been called to the publication of this article in several papers, and to some editorial comments thereon. He therefore wishes us to state that he has not yet formally announced his candi dacy. That when he does, he will state clearly his posit ion on any ques tions which may be issues before the people of South Carolina. He asked us also to state that his position on the dispensary has been shown in his course in the Legislature, in which he would have amended the law so as to make the restrictive fea tures of the law pre-eminent and effi cient, so as to reduce drink and to throw around the law as many safe guards as |K>ssible to prevent practices which are corrupt, or which permit laxity in its administration.
