Instructions Received by Comity Su perintendent- County Hoard Must Approve Order. Superintendent Urooks has recoivcd the following circular letter from State Superintendent Martin concerning ru ral libraries: To County Superintendents of Edu cation, Gentlemen : The State Hoard of Education met March 11th and adopted a list of 200 books and rules and regu lations suitable for rural school libra ries. Tho books were adopted at cer tain prices and from different publish ing houses. Just as soon as possible, 1 shall have the law, the rules and the list, with prices, etc., printed in pam phlet form and sent to you. Tho gen eral rule of adoption was 20 per cent, discount from list prlco, with one cent a book added for freight, provided the jobbers who got the contract should furnish a substantial bookcaso free with each t30 order. This case will come in sections and tho books will be shipped in them, so that part of the problem is very much simplified, "'ho Educational Publishing Company , h headquarters at Atlanta, Ga., made ?no best bid; so wo gave them the con tract. It will necessarily take a fow days to arrange the contract and the bond, and to get up an approved de sign for the bookcase. In the mean time, I am sending you a form of voucher which I must lilo with the Comptroller General. Wo have do clded that it will be necessary for the district trustees to draw the warrant and that it be approved by tho county superintendent as security of the county board. Tho county board must authorize such approval. The law pro vides that tho funds shall first focus on the county superintendent and that ho is to turn thom ovor to the trustees wJio are to do the purchasing. I hope you will give this mat 'cr your most careful supervision and sea that the orders are properly made.
