LAU REN Si S. ('., Mar. U, 1901. Tbc Anderson Grand Jury. The Anderson Grand .Jury reported to Judge Honet on ttie labor contract Sensation in that county. There seems to havo been a full investigation and some pai'.los, Wealthy people and their agents are recommended to be Indioied for false Imprisonment and HSsaults. The indictments will come on to be tried at tho .Juno term of the Sessions Court. The roport Is moderate, very, in terms, and tho work seems to havo boon bravely done. Tho action of tho Grand Jury proves a heallhly public sentiment in Anderson county und damns the effort of " Yellow Jouri al ism" which would make, iho conduct ot a few bad parties represooatlvo of a great community. One J. J. < illmer.a magistrate, seems to havo been engaged in a wholesale business of small and mean eases, and pocketing the fcos that belonged to the county, lie bad appropriated the fees in III eases from October '90 to .inunary 1001, and it Seems he had cases in which he turned In the fees. Assuredly unless this follow had a monopoly of the criminal prosecutions Anderson must bo in a bad way. Judge Benet complimented the Grand Jury upon their admirable discharge of a duty that tested their manhood. *** Our financial Out-hook. Our renders will recall our announce ment that .fif>,oo() of our matured it. it. llouds were negotiated by Supervisor Adair at 44,refunding Bonds bearing 7 per cent, por annum. Tho transaction was completed on last Thursday, Su pervisor Druiumond receiving 115, 444.'.?() for the now Bonds, dated Feb ruary 1, 1001, and due at 30|years and cancelling $15,000 of " per cent. Bonds. An Atlanta party takes tho new Bonds rikI was represented by Mr. W. II. Riehey, while Supervisor Drummcnd was represent cd by Messrs. Simpson iv Cooper, bevonty-llvo thousand dollars mature within two years and there is no question but thoy may ho refunded on equally good terms. Since tho building of tho several roads, tho basis of the debt, taxable property in tho county has nearly doubled. With the refunding of tho existing bonds at a reasonable interest, it win ba practica ble to provide a sinking fund and at an oarly day havo our county financially In an enviable condition, in the mean while it is a matter of congratulation that we are lloatlug our bonds at the same rate of tho State of South Caro lina. Tho Poor lie with us Always. in the closing hours of the 6(tih Con gress, when Talbort, Latimtsr and Kl liott were buttling for tho miserable pittance of a quarter of a million for our Exposition, Payne, of Now York, the leader Of a robber band, the llo publican majority, twitted them upon the poverty of our State. How olse but poverty could be our lot with every man North of Mason and Dlxon's lino for a hundred years a thief and gorg ing upon our earnings. John Randolph, a patrician and gontlomanly Virginian, was tho first to announce to the South tho thieving propensities of tho New Englandersand our sure Inheritance of poverty. Ho understood tho Yankees Dy instiiut, and in words of lightning warned his countrymen. Tho great West, was settled mostly by Europeans, but they got their inspiration from the Yankees and like pro luces like. Now England, however, has produced ono gentleman- Daniel Webster. The fact is inexplicable, anomalous, paradoxi cal. It is sad to think that Delaware, Maryland, New Jersey anil West Vir ginia have pnlloil out from among us, but there is consolation: when wo con clude to swing a vagabond there is no way to stop us. That Wd can still enjoy a lynching in a proper case, is about the only privilege left US. Tho times appear out of joint and tho twentieth century does not give prom ise of dovelike poaoo Tho indications point to a rather "strenuous lifo" and tho promotion of Toddy Roosevelt to high political position is not tho least sigdiiicaot. It is not unlikely that Cubi's relations to this country will mako trouble ; tho Cubans uro restive and Uncle Sam will not hesitate to play the wo f incident with the lamb. Tho Nioaraugua Canal and the Clayton Rulwer Treaty keep England and tho 1'nltod States with ugly faces; Russia Is settling down in North China and in the teeth of the other I'owora, and along the Danube rumors of commotion come with warlike tendencies.Certainly the indications point to a "strenuous'' opening of the now century. * * ? The press is indulging speculation as to the secret, ot Speaker Henderson's violent opposition to the Charleston appropriation. Why not set it down to natural meanness and get rid of the speculation? If a wolf invade the fold and steal a lamb why go about to philosophize. The beast has his bent and is built that way. *** The Charleston people are not wail ing, as it were, over spilt milk. The Exposition will come olf in due season ami he a glorious success. Wllio Jones Teachers' Association. Editor advertiser: The Lau rens County Teachers' Association mot in the Court House, 8uturday, March 9, 1001. The mooting was called to order by President J A. Maddon. In the absence of the Secretary, B. y. CulberLson was appointed pro tern. The business matter pertaining to borrowing monoy by tho county authorities lo pay teachers* claims came up for consideration first. Superintendent C. P. Brooks stated the steps taken by tho County Board and announced that ar rangements would be effected in a shoit while to mako payment monthly. A lesson in denominate numbers conducted by J, B. Wat kins was participated in by nearly every teacher present. Several interesting methods of teaching denominate numbers wero pre sented and discussed. A majority of the class favored n complete analysis of all work, requiring the pupil l i state clearly on the board every step in the operation, and tin ii to give intelligently an oral explanation of his work. Every teacher seemed to bo eager for the best method. Miss Mary Heliums then con ducted a lesson in percentage, giv ing her plan of presenting this sub ject to children. Miss Mary has decidedly correct views of school room work and knows how to make study interesting und pleasant to her pupils. During those lessons soveral novel devices of illustrating arith metical principles wero advanced by different teachers. Tho three river device of illustrating the principle of changing from one weight to another impresses us us deserving special mention, because of its peculiar merit. This was given hy Prof. B. Y. Culbortson, who bus used it to advantage. Rev. VV. B. Duncan was then in troduced. Mr. Duncan had been invi'ed by the Executive Commit too lo make tin address at this meeting. His subject was; "The Toucher as a Man-maker." He showed that (Jod hud made but one man (Adam) complete, that everything in the universe is a fac tor in making a perfect man, and that the teacher is tho greatest of these factors. Ho Impressed the thought that, as the teacher has the mental training of the child, ho must necessarily effect tho moral, because of tho close connec tion bet Ween tho two natureti. The Speaker emphasized tho fact that the impress of tho teacher's char acter will be indelibly stamped up on the pupil's life, and exhorted the lor hers to guard well the In fluence exerted. The address was full of valuable instruction, clearly illustrated, and was well received. The ill inks of the Association were tendered Mr. Duncan for Iiis Interesting address, and a motion was made and adopted by a rising vote electing him an bononary member of the Association. On motion in ide und udopted, Supt. 0, F. Brooks wa* appointed 1 lo ask the county papers to dovote a portion of their space to educa tion, und, if granted, to act as editor of a Teachers' Column. This was the most interesting and important meeting tho asso tlon has enjoyed for somo time, and we are sorry that many of our teachers were absent. _ W. I?. C.
